Organizational Context

Since September 2023, Armenia has experienced a massive influx of individuals following the military escalation starting on 19 September. Recognizing the urgency Armenian Red Cross Society (ARCS) is responding to the immediate needs of the people arriving to Armenia, as well as the medium- to longer-term humanitarian needs to contribute to early recovery of people affected by the disaster, including the population arriving to Armenia, host communities, and people from the disputed region who arrived during previous population movements. IFRC plays a constructive and proactive role in supporting the collective Movement response in close coordination with ARCS and ICRC. Thus, the Emergency Appeal was launched as part of a Federation-wide approach, based on the response priorities of the ARCS and in consultation with all Federation members contributing to the response.

The Armenia Red Cross are recruiting for roles at different levels, including department leads experienced in the humanitarian sector, technical specialists in a variety of disciplines and support function staff. 

The IFRC is looking for a dedicated HR Consultants (2 persons), to assist the ARCS in bolstering its workforce to meet the increasing demands in activities and programmes. The chosen Consultants will assist ARCS in recruiting 35-40 positions over 3 months. 
The HR Consultant will be entrusted with the crucial responsibility of ensuring strict compliance with national HR procedures and process and in alignment with the IFRC HR standards. 

The HR Consultant will be expected to work in close collaboration with the Armenian Red Cross Society (ARCS) and the Partner National Societies active in-country, underscoring the importance of teamwork and coordination in the role. That implies timely and efficient support to the ARCS HR department to complete the required procedures for concluding hiring process of the planned workforce at ARCS headquarters and branch levels.

Job Purpose

The Scope of Expected Work

The chosen HR Consultant will:

  • Assist with the development of job descriptions for recruitment.
  • Write job advertisements and post ARCS job opportunities on relevant websites.
  • Receive and pre-screen all applications received in accordance with the selection criteria (as stated per the ARCS job description).
  • Provide a comprehensive longlist to ARCS detailing the top candidates with clear recommendations for the shortlist.
  • Invite chosen shortlisted candidates to interview at ARCS. Remain the focal point for the candidate and prepare them for the interview.
  • If required, assist with formulating the interview questionnaires.
  • Conduct due diligence to ensure the candidates submitted for interview are a close match with the requirements outlined in the job description. If required, this may involve a pre-screening interview or call.
  • Communicate to all candidates the outcome of their application, including those not selected for shortlist.
  • Extend offers on behalf of ARCS to chosen candidates and remain the focal point to handle negotiations with selected candidate.
  • Provide recurrent performance related reports to IFRC and ARCS against pre-agreed KPIs and targets.

Method of Delivery:

The consultant will be available in the office, like any other staff on duty attending official working hours during the working days.

The consultants are contracted by IFRC and assigned to work with the ARCS HR focal point, with a direct management line to IFRC HR Business Development and a dotted line to the IFRC National Society Development (NSD) delegate.

The consultant ensures alignment with IFRC HR policies suggested to ARCS for compliance purposes and specific mitigation measures to meet minimum standards.

 

Job Duties and Responsibilities

Support to be provided to the Consultant:

The Consultant will be provided with office space at IFRC Office in Yerevan, and/or office space at ARCS. IFRC will provide the consultant with access to relevant documentation and logistical and administrative support to facilitate meetings with ARCS and movement partners.

Consultants must be equated with laptop to be able to operate.

IFRC will provide a mobile phone equipped with an official SIM card for the duration of the consultancy assignment.

The consultant must adhere to data protection and asset management policies, among others. All IFRC equipment belongs to the organization and must be returned upon assignment completion.

Schedule for payment of fees

The consultancy will run for 3 months with possible extension for another 2 months.

The consultant’s time and effort, like other staff, is on the job for official working hours, from Monday to Friday, excluding weekends and holidays.

The consultant will receive a daily fee and will invoice IFRC at the end of each month based on the number of days worked and reported time sheet.

Notes

  • The consultant will be contracted by the IFRC and the standard contractual terms will apply.
  • The budget is 100 CHF per day
  • The consultant is expected to provide services during official working days only (Monday to Friday)
  • The payments will be done monthly against the number of working days invoiced.
  • Consultant shall be responsible for payment of all necessary fees and taxes to the relevant authorities as per the national regulations in Armenia.

Education

  • Bachelor’s degree in Human Resources or business management – required
  • Certification in Industrial Relations or Labour Law – required
  • Certification in Human Resources Management from Human Resources Certification Institute (HRCI) or similar – required

Experience

  • 3 years of experience as HR generalist role – required
  • 2 years of experience in system administration document management – required
  • Experience within the RCRC movement – preferred

Knowledge, Skills and Languages

  • Great communication, interpersonal, and negotiation skills – required.
  • Ability to work independently, handle multiple tasks, and prioritize effectively
  • Ability to work well in a multicultural team – required.
  • High level of ethics and confidentiality in dealing with sensitive HR matters –required.
  • Excellent stress management skills – required.
  • IT excellent computer skills, especially high level of expertise in Microsoft package –required.
  • Proficient in document management – required.
  • Proficient in recruitment administration –preferred.

Languages

  • Fluent spoken and written Armenian and English – required.
  • Good command of Russian language –preferred.
  • Good command of another IFRC official language (French) –preferred.
