Consultant – Human Rights Tools Mapping for Climate Mobility

Result of Service
The consultancy has two key deliverables: 1. Mapping of existing human rights tools and guidelines on climate mobility. This is comprised of a desk review and mapping of existing human rights frameworks, principles and tools on climate mobility, which relates to ensuring respect, protection and fulfillments of human rights as well as international labour standards and labour rights of people affected by and/or subjected to climate related mobility including planned relocation, migration and displacement. The expected output will be a compendium or repository of available human rights tools on climate change and human rights, with specific focus on climate mobility, which can be disseminated as reference tools. 2. Development of guidance note on human rights-based approach to climate mobility. The Guidance Note shall include analyses on a variety of human rights risks/issues impacted by climate change and climate mobility, combined with guidance and recommended actions to be taken by duty bearers and rights holders to mitigate risks of human rights violations and ensure protection of most vulnerable people affected by climate-induced mobility.

Duties and Responsibilities
In coordination with the PCCMHS programme team, with OHCHR and the Technical Working Group Secretariat focal point as key counterparts, the tasks and expected outputs under this consultancy include: • Draft and present workplan and methodology for the consultancy. • Present first draft of a Compendium/Repository with mapping of human rights frameworks and tools/resources on climate change and human rights with special focus on human rights in relation to climate mobility including planned relocation, migration and displacement. • Draft Guidance Note on human rights-based approach to climate mobility in the context of Pacific region based on the mapping exercise. • Presentation of draft findings of the mapping of human rights frameworks and tools and draft Guidance Note at hybrid (virtual and in-person) regional consultation/validation workshop with key stakeholders to seek additional inputs and recommendations. • Incorporate inputs and feedback received from the validation workshop, and written inputs from PCCMHS partners and other stakeholders; • Final report with submission of finalized version of the mapping review report and the Guidance Note with recommendations. *Draft workplan, methodology and outline of the mapping of human rights frameworks and tools on climate change and human rights with special focus on human rights related to climate mobility.
Qualifications/special skills
Bachelor’s degree in law, political science, international relations, social sciences or related field from an accredited academic institution. And an advanced University Degree or a Master’s Degree in any of the above discipline in combination with relevant experience will be an added advantage. At least 5 years’ experience in the field of human rights, political affairs, international relations, and/or law is required. Demonstrated experience in human rights policy analysis and research, and or international, regional, legal instruments on matters relating to regional, national or sub-national governance is required. Experience of working on climate change and migration dynamics, including understanding of displacement issues and labour mobility will be an asset. Experience of working in the Pacific region, including with governments and regional organizations will be an asset.
