Undertake a desk review that examines the existing literature on needs assessments and analysis, response planning, resource mobilization, implementation (registration systems, national policies, laws, strategies and plans, frameworks, program documents), assessment and monitoring tools and programme evaluation reports for humanitarian programming for both state and UNICEF led programmes with a focus on how PWDs/CWDs are reflected or not. The review shall focus on systems, tools, programs related to Social Protection, WASH, Child (i) Undertake a desk review that examines the existing literature on needs assessments and analysis, response planning, resource mobilization, implementation (registration systems, national policies, laws, strategies and plans, frameworks, program documents), assessment and monitoring tools and programme evaluation reports for humanitarian programming for both state and UNICEF led programmes with a focus on how PWDs/CWDs are reflected or not. The review shall focus on systems, tools, programs related to Social Protection, WASH, Child Protection, Health and Nutrition, Education and Social Behavioural Change (information/communication) within the Government and UNICEF across all eight countries in South Asia Region (SAR) – Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. Conduct Key Informant Interviews (KIIs) with a diverse range of participants including UNICEF staff, selected Government stakeholders, Persons and Children with Disabilities, implementing partners, Organisations of Persons with Disabilities, Civil Society Organizations, UN agencies, academia and the media. This will complement and validate the findings obtained through desk reviews. Additionally, these interviews will provide firsthand inputs and insights on policies, procedures, practices enriching overall understanding.
Based on the desk review and KIIs, put together a mapping of available registries of PWDs/CWDs with findings and recommendations (costed where feasible) linked to the inclusiveness and participation Persons and Children with Disabilities in all eight countries of the South Asian Region.
Document good practices, and innovative approaches on inclusion and engaging PWDs/CWDs) in humanitarian action. Prepare and facilitate presentations at inception, on preliminary findings following data collection and at presentation of final report.

Education Qualification:

Education Qualification:
- Advanced university degree in a subject area relevant to humanitarian action, social protection, disaster management, international relations, social development, disability/social inclusion, human rights, gender, accountability, communications, localizations, and social policy. 10 years of work experience relevant to the post may be considered as a replacement for formal qualifications.
Work Experience:
- 8 years’ research or other relevant professional experience (both in humanitarian and development context) including proven or solid experience in conducting social research utilizing quantitative and qualitative data analysis, interviews focusing on sensitive issues and with at-risk groups, designing or managing complex or meta-analysis research both at the international level.
- Proven experience in producing high quality research reports, evidence-based publications, peer reviewed technical briefs, and other forms of presentations.
- Familiarity with South Asian Regional context will be added advantage.
- Proven record of working with UN agencies, INGOs, and other credible institutions will be an asset
