Purpose of consultancy

Provide technical contributions to the IA2030 Monitoring and Evaluation (M&E) and Data strengthening and Use Working Groups (DSUWG).

Background

WHO’s Immunization, Vaccines and Biologicals (IVB) Department coordinates the Immunization Agenda 2030 (IA2030) Monitoring and Evaluation (M&E) and the Data Strengthening and Use Working Groups (DSUWG).

The IA2030, endorsed by the World Health Assembly in August 2020, envisions a world where everyone, everywhere, at every age, fully benefits from vaccines to improve health and well-being. The IA2030 includes seven strategic priority areas and four core guiding principles, one of which is to be “Data Guided”. It also includes a strong M&E framework for success. To steer the implementation of the IA2030, the Agenda partnership established several working groups (WGs), including one for M&E and a DSUWG, the latter to steward the Data-guided delivery of the IA2030 strategy, focusing on data that is fit-for-purpose and used for continued quality improvement at all levels, by delivering on the strategic priorities identified in the Data for Action Framework (DAF).

Deliverables

  • Deliverable 1: Facilitate the technical contributions between the IA2030 Secretariat, M&E WG, DSUWG, and other IA2030 working groups (technical strategic priority-SP WGs, technical cross-cutting WGs, and functional WGs) through: routine maintenance of SharePoint sites; participating in technical meetings and workshops; facilitating consultations; responding to queries and providing technical guidance to the meetings of the IA2030 WG Leads; contributing to refining, guiding and developing the operationalization of the IA2030 M&E and DSU WG “immunization data” learning agenda, with a focus on using data for action at subnational, national, regional and at global levels.
    Expected by 30 June 2025
  • Deliverable 2: Under the direction of the two M&E WG co-Chairs, provide weekly technical facilitation to the M&E WG through facilitating the monthly and bi-monthly WG meetings; revising the IA2030 indicators with the SP WGs; advancing the actions taken at all levels in response to the recommendations made by the independent technical review bodies; facilitating the IA2030 Regional WGs and contribute to regional-level Monitoring, Evaluation and Action Cycles; linking IA2030 ME&A cycles with existing monitoring processes and data sources.
    Expected by 30 June 2025
  • Deliverable 3: Provide technical contributions to the work of the IA2030 DSUWG through preparing the materials, presentations of the DSUWG meetings and providing the technical action points; facilitating an in-person DSUWG meeting in Q3/Q4 of 2024 and providing a technical report of this meeting and updating the Data Action Framework and maintaining the DSUGW agenda for three priority areas.

  • Deliverable 4: Provide technical contributions to the IA2040 products through contributing to the writing of the annual IA2030 Technical Progress Report; providing updates on the IA2030 Global and Regional indicators; producing the technical report to be presented at the IVB Strategic Advisory Group of Experts on Immunization (SAGE) Meeting; contributing to the writing of the annual Partnership Progress Report with inputs from the SP WGs; coordinating and contributing to periodic in-depth technical progress reviews and IA2030 Scorecard and Dashboard.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in health sciences, epidemiology, public health or related field.

Experience:

Essential:

  • At least 5 years of relevant experience in medicine, public health, immunization and/or vaccine delivery monitoring.
  • Experience writing technical documents on immunization or related topics.

Skills:

  • Knowledge related to immunization data quality and programme monitoring and evaluation (M&E)
  • Excellent organizational skills, including management of various documents and files.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of another WHO official language, preferably French or Spanish.

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

11 months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
