Result of Service
Contributing to the efficient implementation of the project “Agreements, processes, and tools to move towards a climate-resilient society in El Salvador” by executing the tasks outlined in the Term of Reference. The Consultant in communication, graphic design and layout will contribute to the effective implementation of the project by performing the following tasks: 1. Act as the focal point for the Climate Change Adaptation communications work for NAP El Salvador. 2. Participate in the dissemination of project activities and results in the NAP website, including but not limited to, adaptation policy briefings, online trainings, briefing notes and other communication materials (both in English and Spanish). 3. Develop tailored awareness raising, outreach and communication strategies to support the understanding and to engage stakeholders on climate change adaptation planning processes for NAP El Salvador. 4. Develop and implement comprehensive communication strategies and plans to effectively convey climate change adaptation messages and engage target audiences. 5. Develop awareness raising material and campaigns to increase climate change adaptation knowledge, in a wide array of formats, including but not limited to speech drafts, presentations, letters, reports, brochures, posters, press releases, national factsheets, newsletters, videos, and case studies. 6. Contribute to the coordination and development of awareness raising workshops. 7. Liaise with government entities and community representatives and establish appropriate communication channels. 8. Collaborate with the development and foster a communication strategy aimed at engaging the private sector and attracting further private investment opportunities in adaptation planning at the national, subnational, and sectoral level. 9. Contribute with the development of a publicly accessible database platform that could be hosted and managed by the Ministry of Environment and Natural Resources. 10. Compile lessons learnt from adaptation projects and programmes implemented in the country. 11. Collaborate to the National Project Coordinator in the development and implementation of other project related activities, including planning, organizing, and attending national, regional, local meetings, preparing materials as required, and to assist in the preparation, elaboration and dissemination of knowledge products. 12. Participate in the communications requirements for the development of knowledge management training/workshops conducted by experts hired by the project on how to collect, analyze, systematize, store, and share information aimed to people working on climate change knowledge management. 13. Coordinate with the UN Environment Programme Regional Communication Unit, the public relations office of the Ministry of the Environment and Natural Resources and with the other NAP Communications Specialists, the use of the organization’s logos and branding, and any activity directly related to external communication outreach and traditional (TV, newspaper, radio) or social media. 14. To contribute to the coordination and development of learning exchange visits on topics related to adaptation planning with other countries in Latin America and learn from adaptation solutions being implemented in other countries.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). In terms of addressing climate change, UNEP aims to support countries in the compliance of the objectives of the Paris Agreement and the priority actions defined in the countries Nationally Determined Contributions. The overall objective of UNEP´s Sub-programme on Climate Change is to strengthen the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. The expected accomplishment regarding climate change adaptation is that adaptation approaches, including an ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, the UNEP´s Sub-programme on Climate Change is also committed to ensure that crosscutting issues such as gender equity and women empowerment are effectively undertaken in the development of its tasks to guarantee an equitable development in line with its adaptation objectives. In this context, the Ministry of Environment and Natural Resources (MARN) and UNEP have agreed on the implementation of the project “Agreements, processes, and tools to move towards a climate-resilient society in El Salvador” framed within the Readiness program of the Green Climate Fund (GCF). The project aims to strengthen institutional engagement and capacities to plan, finance, implement, monitor, and report strategic adaptation processes, considering stakeholders at multiple levels. The project seeks to achieve its objective through 4 components: • Adaptation planning governance and institutional coordination strengthened. • Evidence basis produced to design adaptation solutions for maximum impact. • Private sector engagement in adaptation catalyzed. • Adaptation finance increased. To fulfill the objectives of the project, the UNEP LACO is recruiting a Consultant in communication, graphic design and layout to define an overall communication strategy for the project. Specifically, the Climate Change Communications Specialist is expected to produce more efficient and strategic communication products and develop awareness raising material and campaigns to increase climate change adaptation knowledge among the various project stakeholders in El Salvador. The Consultant in communication, graphic design and layout will operate under the overall supervision of the UNEP Adaptation Programme Management Officer at LACO and in close coordination with Ministry of Environment and Natural Resources (MARN). The incumbent will work from Monday to Friday, 40 hours per week, full time basis and to be located in the Ministry of Environment and Natural Resources (MARN) in San Salvador, El Salvador. Additionally, he/she will work in close collaboration with UNEP´s Adaptation team, the MARN in El Salvador and other national consultants and government and non-governmental counterparts. Travel might be needed for consultation processes.
Qualifications/special skills
ACADEMIC: • Bachelor’s degree in communications, journalism, public relations, graphic design, marketing or a closely related field is required. • Master’s degree in Journalism, Communications or other closely related field is desirable. • Certificate/diploma in climate change, environment, natural resources management or related area is desirable. PROFESSIONAL: • At least 5 years of relevant working experience in communication and the dissemination of information and knowledge management is required. • 3 years working experience in communications related to environmental and/or social issues related to climate change and/or development, preferably working with donor-funded projects and project teams is desired. • Technical and practical ability to design contents using programmes such as InDesign, Ilustrator, Photoshop, Premiere pro or any other relevant programmes is required. • Demonstrated experience in creating communications products across different formats and platforms is desired. • Experience in the facilitation and organization of workshops/events at national or local levels is desired. • Experience in developing, formulating, and implementing communication strategies and campaigns, preferably in the field of climate change or sustainability is an asset. • Experience in topics related to climate change, disaster risk reduction, environmental management, community engagement or gender mainstreaming into communications processes is desired. • Experience in engaging with government institutions and stakeholders from municipalities, NGO’s, private sector and academic, at the national and local levels is an asset. • Demonstrated ability to develop, promote, implement, project systematization results and policies and strategies is desired. • Demonstrated experience in report writing, presentations design and drafting official and non-official documents is desired. • Experience in social media management is an asset. • Experience in coordinating publications, content editing and proofreading are an asset. • Experience in designing display/communication materials in different formats is an asset. • Experience in working with journalists and securing media coverage is an asset. • Experience with UN Environment Programme or the UN system in general will be an added advantage. LANGUAGE: • Fluent in Spanish is required. • Fluent in English is required. SKILLS: • Excellent political, advisory and facilitation skills. Ability to facilitate technical discussions and participatory processes with multiple stakeholders in multicultural environments. • Demonstrated understanding of development planning and the ability to apply it to strategic and/or practical situations. • Ability to communicate complex issues in a language and format that is appropriate to specific target audiences. • Familiarity with key communication tools and techniques, such as audience segmentation, behavior change theories, and visual storytelling. • Excellent writing, editing, and storytelling skills, with the ability to adapt content for different audiences and platforms.
