Purpose of consultancy

Support Health Emergencies Management Suite (HEMS) product launch and change management.

Background

The goal of the HEMS project is to provide seamless, rapid, active and actionable information flow across all actors throughout the full emergency management cycle to respond appropriately, minimize impact and prevent morbidity and mortality.

A Change Management expert is required to ensure the new platform benefits WHO as much as possible, by ensuring smooth roll out of the new product and promoting knowledge about how to use it and what information can be found by using it.

Deliverables

  • Deliverable 1: Evaluate and update key stakeholder groups.
    Expected by: September 1st, 2024
  • Deliverable 2: Conceptualize introductory packages / methods of knowledge transfer and support for each key stakeholder group.
    Expected by: October 1st, 2024
  • Deliverable 3: Organize workshops with WHO Regional and potentially Country Offices to gather feedback on HEMS.
    Expected by: December 20th, 2024
  • Deliverable 4: Categorize user feedback and work with Product Owners and technical team to update the Product backlog so the solutions will better meet user requirements.
    Expected by: April 30th, 2025.
  • Coordinate the development of training material and review it before publication.
    Expected by: April 30th, 2025.
  • Prepare and update promotional content.
    Expected by: April 30th, 2025.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • University degree in Public Communications, Language or related area of study.

Desirable:

  • Business Analysis training or certification.

Experience:

Essential:

  • At least 7 years change management experience, including performing the change management function for major IT product launches.

Desirable:

  • Experience performing the change management function in a Public Health setting.

Skills:

  • Demonstrated ability to write and design engaging promotional and explanatory communications and training material.
  • Sufficient understanding of software solutions to understand how every aspect of the solution is meant to be used, to pass this knowledge on to users, and to maintain a backlog of change requests.

Desirable:

  • Ability to understand business requirements and effectively translate them into software requirements.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of additional UN language, preferably French.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

10 months. Tentative start month: July 2024.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
