Description of the Assignment: Under the Philippine Development Plan (PDP) 2023-2028, the DHSUD aims to provide assistance to local government units (LGUs) to achieve one hundred percent (100%) LGUs with climate and disaster risk-informed CLUPs by 2028. Furthermore, to ensure that CLUPs of cities and municipalities are well-planned and harmonized, the agency plans to update the guidelines for PDPFP formulation to serve as a general guide for crafting the local land use plans. The guidelines are envisioned to further improve existing provincial planning processes to consider climate and disaster risks and other emerging spatial and physical development considerations.
In addition to achieving 100% risk-informed plans, the PDP 2023-2028 highlights the use of emerging technologies such as digitization as a key strategy to facilitate the achievement of the PDP goals. Digitization serves as a crucial strategy and driver of economic and social transformation, encompassing the expansion of broadband access, development of digital skills and literacy, investment in digital infrastructure, promotion of the adoption of digital technologies, and ensuring the safe, secure, and ethical use of digital technologies.
In line with this, the DHSUD issued Department Order 2023-006, titled “Development of Digital Climate and Disaster Risk-Informed Land Use and Urban Planning System,” aiming to provide directives for strengthening the land use and urban planning system through the upgrading and digitalization of climate and disaster risk assessment (CDRA), land use, and urban planning processes. Digitalization in land use and urban planning is defined as the process of changing from analogue to digital form and involves the process of transitioning to digital workflows. It is closely linked to smart governance, through which administrative units such as cities and regions increasingly use digital services and systems related to spatial planning.
To implement digitization, the DHSUD in partnership with the Department of Science and Technology (DOST), will jointly develop the PDPFP Module of the PlanSmart for Sustainable Human Settlements, seeking to provide PLGUs with a digital, automated, user-friendly tool for province-level CDRA, eco-profiling, monitoring, and PDPFP formulation among others, enabling PLGUs to develop their risk-informed provincial plans. UNDP seeks to engage the services of a Land Use Planning Specialist who shall facilitate the development of digital land use templates for PDPFP and province-level CDRA.
