Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The consultant is assigned to provide layout and graphic design services for the “Continuing Agency Education Program for Fair and Ethical Recruitment and Safe Migration of Overseas Filipino Workers: Facilitators’ Manual for Land-based Sector”, hereinafter referred to as the “CAEP Facilitators’ Manual”, produced under the Mainstream: Fair and Ethical Recruitment into the Philippines’ Migration Governance (MAINSTREAM) Project. As an output-based consultant (Category B), the consultant is expected to provide professional high-quality layout and graphic design services as well as ensure that the knowledge product is in accordance with the IOM House style manual, layout manual, and brand guidelines.

IOM Project to which the Consultancy is contributing: The consultant will report to IOM Philippines’ Labour Mobility and Social Inclusion (LMI) Unit, under the MAINSTREAM Project. Project Code: LM.0508

Project Context and Scope:

The Philippines is a leading provider of international migrant labour globally. In December 2021, Republic Act 11641 established the Department of Migrant Workers (DMW) with the mandate to “protect the rights and promote the welfare of OFWs, regardless of their status and the means of entry into the country of destination” (Sec. 5, RA 11641). One of the DMW’s functions is to “foster the professionalization, promote ethical recruitment practices, and ensure compliance with legal and ethical standards, training, and capacity-building of private recruitment and manning agencies” [Sec. 6 (k), RA 11641].

In 2023, IOM Philippines launched the “Mainstream: Fair and Ethical Recruitment into the Philippines’ Migration Governance (MAINSTREAM)” project, funded by the Government of Canada. Through this project, IOM aims to support the Government of the Philippines in the wider adoption of globally recognized standards and best practices on fair and ethical recruitment in its migration governance. In line with the National Action Plan on Fair and Ethical Recruitment (NAP-FER), one of the project’s objectives is to provide technical assistance for the updating of DMW’s existing capacity-building programmes for the private recruitment sector. The Continuing Agency Education Program (CAEP) is one of the cornerstones in the DMW’s efforts to bring the Philippine recruitment industry into closer alignment with global best practices and to ensure that private recruitment agencies (PRAs) and licensed manning agencies (LMAs) are fully equipped to protect OFWs’ rights and welfare.

As the newest national-level Department in the Philippine Government, DMW is in the process of strengthening the capacities of its officers and staff. Among the needs identified is the creation of a standardized Facilitators’ Manual to provide guidance to DMW resource persons in preparing for their respective CAEP training modules. The guidance is meant to facilitate consistent quality in content, delivery, and activities during each run of the CAEP training; and is to be regularly updated to be aligned with the latest DMW policies, procedures and issuances. As the substantive content of the manual has been finalized, it requires a professional layout before the manual’s official turnover to the DMW.

Category B Consultant hired to deliver an output on an instalment payment basis:

1. First deliverable – Initial output with the updated design and layout for the CAEP Facilitators’ Manual in an editable (.indd) and (.word) format – Deliverable by email by 20 August 2024.

2. Second deliverable – Revised output based on the feedback from IOM and DMW’s review of the CAEP Facilitators’ Manual in an editable (.indd) and (.word) format – Deliverable by email by 7 September 2024**.**

3. Final deliverable – Revised output based on IOM’s final review of the CAEP Facilitators’ Manual in an editable (.indd) and (.word) format – Deliverable by email by 21 September 2024**.**

Performance indicators for evaluation results

  • Required deliverables are submitted at the agreed-upon deadlines.
  • Submitted output improved the knowledge product’s overall design and is aesthetically pleasing.
  • Submitted output ensured that all formatting, branding, and design were consistent and aligned with the IOM Brand Style Guide.
  • Issues raised are resolved amicably with outcomes accepted by the involved parties.

Required Qualifications and Experience

  • Must have at least five (5) years of experience in providing design and layout services, at least three (3) years of which are in providing layout support services for research outputs, reports, or similar products/projects.
  • Must have a track record of displaying excellent design, editing, and writing skills.

Languages

For this position, fluency in English and Filipino is required.

Note

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
