Result of Service
a. Provide substantive input to the implementation of the Office’s regular monitoring mechanisms, including by ensuring that monitoring tools are fit for purpose. b. Draft narrative progress and final reports related to several ongoing Programmes/projects (at least 4). c. Provide substantive input to the internal and external reporting and communication processes related to the Office’s activities, including by drafting Monthly Stories and web stories and producing other web content (e.g. newsletters and social media content for Twitter, LinkedIn, YouTube, etc.) d. Provide substantive support for events including document drafting and translation.

Duties and Responsibilities
All tasks will be carried out under the supervision of the Head of POMOZ in consultations with substantive officers covering terrorism prevention, wildlife crime, rule of law, asset management, drug trafficking and drug use/HIV prevention, among others as applicable. Specifically, the Consultant will perform the following tasks: M&E (Monitoring and Evaluation): a. Produce monitoring reports including those relating to progress, performance, and impact of programmes and grants in compliance with donors and organizational requirements. b. Develop, implement, and coordinate results-based monitoring and evaluation tools and procedures. c. Work with the UNODC Office in Mozambique to facilitate the development, implementation, monitoring, and evaluation of assigned programmes and grants. This involves monitoring and analyzing specific aspects of programme/project development and implementation, reviewing relevant documents and reports, identifying problems and issues to be addressed, recommending corrective actions, liaising with relevant headquarters and field staff, and identifying and tracking follow-up actions. d. Carry out basic research on selected aspects of programmes, operations, and other activities, including collecting, analyzing, and presenting statistical data and other information gathered from diverse sources. External communications: e. Manage the official UNODC Mozambique website, ensuring its content remains current and accurately reflects the Office’s activities, achievements, and partnerships. This includes editing and producing webstories to highlight significant events, success stories, and ongoing initiatives, while ensuring continuous design improvements that optimize accessibility and visual appeal. f. Provide support towards the management of the official UNODC Mozambique Twitter account, maintaining an active presence by regularly posting updates, announcements, and engaging content related to the organization’s work, events, and partnerships. This involves developing tweets that effectively communicate key messages and initiatives, utilizing multimedia elements such as images, videos, and infographics to enhance engagement, and collaborating with relevant project officers to coordinate thematic-day related social media campaigns. g. Support overall liaison and coordination with national stakeholders and international partners. Overall programmatic implementation: h. Provide logistic and substantive support to the management of the office in Maputo and provide support for the establishment of new project office of UNODC in Mozambique (Pemba). i. Prepare various written outputs, such as talking points/presentations/speeches, translations from Portuguese into English and from English into Portuguese of documents related to activities, correspondence, dissemination of presentations, preparation and collection of surveys, and brief reports on the findings and main outcomes of the courses and events, as necessary. j. Provide administrative support to the implementation of projects in Mozambique, in particular to the implementation of the overall cooperation framework of UNODC in Mozambique (Maputo Roadmap). k. Provide logistic support for online and in-person events as needed, including list of participants, rooming lists, transfers, agendas, preparation of all elements related to conference room for events, including but not limited to liaising with interpreters, IT and sound equipment and operators, printing, and inter alia. l. Support the engagement of UNODC with other UN agencies in Mozambique. m. Perform any other duties as required.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in Political Science, Law, Economics, Social Science or related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. • At least 2 years working on aspects linked to international development is required. • Previous experience in setting up and maintaining a comprehensive M&E system is required. • Experience with use of graphic design, page layout and video editing software is required. • Proficiency in the use of personal computers and programmes is required. • Experience in web and social media platforms management required. • Prior experience with international organization such as UN or INGO is desirable. • Prior exposure to international cooperation processes as well as knowledge of the UNODC mandates and activities is desirable.
Languages
• English and French are the working languages of the United Nations Secretariat. For this position fluency in English and Portuguese, i.e. oral and written proficiency, is required. Knowledge of other United Nations official languages is an advantage.
