Organizational Context

Job Purpose

The IFRC, in collaboration with the Pakistan Red Crescent Society (PRCS), is seeking a consultant to lead the final evaluation of the Federation-wide response to the 2022 Pakistan Monsoon Floods. The purpose of this final evaluation is to assess the progress made towards the operational and strategic goals of the Federation-wide response to the Pakistan (MDRPK023) Monsoon Floods 2022, to inform comparable responses in Pakistan and future global emergency relief operations.

Job Duties and Responsibilities

The evaluation will cover the flood response from July 2022 to December 2024, encompassing the response, relief, and recovery phases across sectors such as health, WASH, cash assistance, livelihoods, shelter, disaster risk reduction, and protection. It focuses on five districts in Sindh and one district each in Baluchistan, KP, and Punjab. Stakeholders include in-country Red Cross Red Crescent partners, government agencies (e.g., NDMA), and other humanitarian organizations.

 

The final evaluation will assess the relevance, efficiency, effectiveness, impact, sustainability, and coordination of Federation-wide response and recovery operations. Through the criteria, the evaluation objectives will evaluate:

  • Relevance and Appropriateness by focusing on the alignment of the response and recovery programme to the priority needs of the most vulnerable population/partners
  • Efficiency by assessing how well the programme delivered results using the least amount of resources, such as funds, personnel, materials, and time.
  • Effectiveness by measuring how well the intervention achieved its intended results – sector wise and as overall programme.
  • Sustainability by assessing whether the benefits of the intervention will continue after donor support or initial resources are no longer available.
  • Impact by examining the long-term, lasing changes—both positive and negative, intended or unintended—resulting from the programme interventions.

 

Key Responsibilities

  • Inception Report: Develop a detailed evaluation framework, methodology, and data collection plan in consultation with the Evaluation Management Team (EMT), covering both qualitative and quantitative approaches.
  • Data Collection and Analysis: Employ a combination of qualitative and quantitative data collection methods, as outlined in the inception report, to gather insights from diverse stakeholders.

Job Duties and Responsibilities (continued)

  • Reporting: Produce a comprehensive evaluation report with findings, lessons learned, and actionable recommendations for future responses.
  • Stakeholder Engagement: Facilitate workshops with PRCS, IFRC, and partners to present and validate preliminary findings, integrating feedback before finalizing the report.

Education

  • PhD or master’s in relevant fields (e.g., social sciences, health sciences, disaster management).

Experience

  • Minimum 10 years in M&E, with at least five years in emergency operations; experience in Pakistan is an advantage.

 

Knowledge, Skills and Languages

  • Skilled in both quantitative and qualitative research methods, with a demonstrated ability to adapt data collection strategies. Familiarity with Sindhi and Seraiki is a plus (can be fulfilled by the local consultant).
  • Previous work with the Red Cross Red Crescent Movement and knowledge of disaster management systems.
