Duties and Responsibilities
THE ORGANIZATIONAL SETTING The Bureau of Administration and Services (ADB) plays a lead role in the efficient and effective administrative management of the Organization by ensuring the provision of high-quality physical and human resources, applying the highest standards of work ethics and conduct, and using results-based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholder of the world aviation community. ADB is responsible for the coordination and administration of the following administrative and management services: human resources management (HRM); information management, web management and ICT services; building management and conference services; document and record management; language and publications services; secretariat services for the ICAO Assembly and Council; revenue-generating activities; and travel services. The Human Resources Branch within the Bureau of Administration and Services (ADB) spearheads the strategic projects and initiatives and take a leading role in the People and Culture transformation of ICAO. MAJOR DUTIES AND RESPONSIBILITIES • Conducts comprehensive needs assessments to identify training needs for ICAO supervisors. • Designs a blended and customized People Manager Program to address the identified training needs. The training should cover core leadership and management skills for supervisors, employee life cycle management and key ICAO policies for supervisors. • Develops an online manager toolkit with guides, checklists, templates, and tips for effective day-to-day people management. • Designs and Implements a Training of Trainers program to prepare internal facilitators for delivering the People Manager course, including training packs and guides. • Designs program monitoring and evaluation tool kit. • Conducts a pilot session of the people manager course. • Reviews the pilot program and prepare report. • Updates the program to include feedback from the pilot.
Qualifications/special skills
Education Essential: • An advanced-level university degree (Master’s Degree or academic equivalent) in HR or Learning and Development, or in a related field. • Relevant Certifications in Training Development and Instructional Design. Professional experience Essential: • A minimum of five (5) years of relevant experience in the fields of HR Management Consultancy/ adult learning and development, with experience designing and implementing leadership development programmes. Desirable: • Previous experience delivering similar programmes for the United Nations (UN) or International Organizations and/or Government.
Languages
Essential: Fluent reading, writing and speaking abilities in English are essential. Desirable: A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
