Sanitation and Water for All (SWA) is seeking a skilled consultant to join our Policy and Strategy team for the Mid Term Analysis of the SWA Strategic Framework 2020-2030. The consultant will develop systems for efficient information flow, prepare governance meeting documents, draft talking points for leadership, design partner and election processes, update online platforms, create analytical briefs, and compose high-level briefing materials for CEO engagements and Finance Ministers’ meetings.

Sanitation and Water for All (SWA) is a global partnership of over 400 partners, including governments, private sector and civil society organizations, external support agencies, research and learning institutions, utilities and regulators working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. Partners work towards a common vision of sanitation, hygiene and water for all, always and everywhere.

The Secretariat of the SWA global partnership is hosted by UNICEF at its Headquarters in New York. The SWA Secretariat, as the operational arm of the Partnership and of the Steering Committee, is responsible for supporting the implementation of the partnership’s strategy 2020 to 2030 that focuses on three objectives:

1. Build and sustain the political will to eliminate inequalities in water, sanitation and hygiene
2. Champion multi-stakeholder approaches towards achieving universal access to services
3. Rally stakeholders to strengthen system performance and attract new investments

PURPOSE OF THE CONSULTANCY

The purpose of this consultancy is to support the Sanitation and Water for All (SWA) Secretariat to prepare tailor-made proposals for grant opportunities as part of the resource mobilization strategy. The proposals will help SWA to reach out to more donors, with the purpose of mobilizing resources that will contribute to staff and operational costs of the secretariat. This will contribute to the achievement of strategic activities of the partnership.

DESCRIPTION OF ASSIGNMENT

Deliverable 1: Develop the conceptual approach.
  1. Prepare tailor-made outlines for up to 5 proposals
  2. Adapt SWA’s strategy and theory of change to respective donors
  3. Liaise with different members of the SWA Secretariat to collect input and prepare a coherent narrative proposal with specific focus on respective opportunities.

Deliverable 2:
Prepare draft grant proposals
  1. Provide up to two drafts for each proposal for review
  2. Collect comments and inputs on the proposal from Secretariat members including the CEO
  3. Use desk research and possible online meetings to supplement information needed to improve on the drafts

Deliverable 3:
Deliver complete donor proposals
  1. Make final iterations on the proposal to deliver the full narrative with supporting documents
  2. Add changes as maybe edited after final reviews from donors
  3. Deliver complete proposals according to each donor requirements including the full narrative proposals and supporting documents as maybe required by the respective donor.

To qualify as an advocate for every child you will have… 

  • Advanced university degree (master’s degree or equivalent) in any one of the following fields is required: business administration, international relations, international development, marketing, communications, fundraising, management, public policy, social policy or another relevant technical field.
  • At least 8 years of relevant professional work experience in one or more of the following areas is required: resource mobilization, public affairs, external relations, programme management, or other relevant areas.
  • Proposal and grant writing experience of undertaking these functions for multilateral and multi-stakeholder platforms, consortia and partnerships will be added advantage.
  • Experience in fundraising for advocacy, governance and/or multi stakeholder partnerships is strongly desirable.
  • Experience preparing proposals for different type of donors – traditional, nontraditional, bilateral donors is strongly desirable.
  • Experience working in a similar decentralized development organization is an asset.
  • Languages: Fluency in English (both oral and written) is required.
  • Knowledge of other UN languages, particularly French, Spanish, and Portuguese is highly desirable.

Knowledge/Expertise/Skills required:

  • Demonstrated ability to work in a multicultural, multi-ethnic environment and commitment.
  • Excellent drafting and communication skills.
  • Experience in fundraising for advocacy, governance and/or multi stakeholder partnerships.
  • Experience preparing proposals for different type of donors – traditional, nontraditional, bilateral donors.
  • A good understanding of the current donor climate including traditional, emerging, philanthropic as well as innovative approaches to supporting multistakeholder actions.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
