Timor-Leste is confronted by a worsening food security condition that demands urgent attention and action. Between November 2023 – April 2024, corresponding to the lean season as well as a widow of high-impact for El Nino, 27% of the total population (about 360,000 people) are currently in acute food insecurity.
The UN World Food Programme (WFP) in Timor-Leste is operating with a Country Strategic Plan designed to support Timor-Leste in improving food security and nutrition by 2030, in line with the Sustainable Development Goal (SDG) 2 of Zero Hunger. It also seeks to contribute to Good Health and Well-being (SDG 3) and Quality Education (SDG 4), bolstered by Partnerships for the Goals (SDG 17) to enhance the national humanitarian and development response.
As a Small Island Developing State (SIDS), Timor-Leste faces exacerbated food security challenges due to the impacts of climate change. Recognizing the intricate links between climate variability and food security, WFP in Timor-Leste wishes to broaden its programmatic scope to include climate-resilience (SDG13), focused on climate-smart agriculture. The goal is to mainstream and strengthen food security interventions with a climate-sensitive perspective; thereby enhancing community resilience against climate-induced shocks, while ensuring sustainable access to healthy and nutritious food for all.
The consultant will work under the direct supervision of the Head of Programme and will be responsible for the following:
6. Working with quantitative and qualitative research tools, produce analytical outputs as required to showcase a comprehensive food insecurity situation in Timor-Leste; providing an evidence-base for high-level discussions as well as programmatic design of the country office.
7. Conduct research and desk-review on food security issues, while staying current on major global scientific evidence and policy developments related to food security and climate change impacts.
8. Lead the coordination and drafting of corporate reporting tools, such as the Annual Country Review (ACR), Annual Performance Planning (APP), Mid-Year Review (MYR), etc.
9. Identify new areas of research, collaboration, and WFP entry-points. Gather and analyze relevant data to produce high-quality, evidence-based analytical outputs.
10. Any other task as assigned by the supervisor.
Education: | Advanced university degree in political science, development studies, or other related fields; or an undergraduate degree with additional years of relevant work experience, training, or courses. |
Experience: | Minimum 3 to 5 years of research and policy experience in providing technical and writing support to development policy and program activities. Previous work experience with international organizations strongly preferred. Professional experience in quantitative and qualitative research, as well as proposal-writing for IFIs, governments, and UN agencies strongly desired.
