Position description
Conciliation Resources is an independent organisation working with people in conflict to prevent violence and build peace. We are seeking consultancy services from an individual or organisation with the relevant experience and expertise to undertake a final evaluation of Conciliation Resources’ project ‘Promoting Peaceful Pastoralism in the Borderlands of Uganda, Kenya and South Sudan’, funded by ifa/zivik.
The Final Evaluation will assess the project’s impact, relevance and effectiveness against the intended objectives. It will seek to identify the main outcomes and lessons on the contribution of the activities and outputs to the achievement of identified outcomes, and will generate recommendations and learning to inform future programming design, planning and thinking. This document sets out the Terms of Reference (ToR) for the Final Evaluation, expected outputs, the experience and skills required by the consultant, and the recruitment and delivery timescales.
BACKGROUND
Local peacebuilding initiatives in the borders of Kenya, South Sudan and Uganda have been effective at providing short term circuit-breakers to the drivers of conflict. Due to their proximity to communities, understanding of the gendered drivers of conflict and legitimacy they are influential frontline actors and have played a key role in building trusting relationships between communities in each country and across the border. However, they also face challenges that prevent them from sustaining their work: they rarely engage with state authorities at sub-national, national and regional levels, rarely engage beyond the national borders and have limited skills in peacebuilding. As a consequence, the local insights, perspectives and nuances of cross-border peacebuilding and climate change rarely gets into national and regional peacebuilding processes.
This project seeks to reduce pastoralist conflict and promote stability in the border region by strengthening the ability of local peace structures to address the drivers of pastoralist conflict. The project has three intended outcomes:
1) Local peace structures on all sides of the border are better networked across borders and have the tools, skills, and relationships they need to implement effective peacebuilding strategies to address cross-border pastoralist conflicts,
2) Pastoralist communities work more closely with local peace structures and seek their support in addressing pastoralist conflicts in the border region;
3) Governments and security forces are more willing to engage with civil society and use peacebuilding approaches to address pastoralist conflicts in the border region.
The project has been implemented by Conciliation Resources since March 2023 and will end on 31 August 2024. It has been implemented in collaboration with three partner organisations: Friends of Lake Turkana (FOLT), Karamoja Development Forum (KDF), and Organisation for Peace Relief and development (OPRD).
