Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations, and as the leading UN agency in the field of migration with almost 19,000 staff and over 5,600 affiliate staff operating in 590 offices across 171 countries. The Organization is committed to combating all forms of Sexual Exploitation and Abuse and Sexual Harassment (SEAH) by its staff, related personnel, and partners. The prevention of and response to SEA, continues to gain momentum within the United Nations (UN) and Interagency Standing Committee (IASC) systems and amongst governments, institutional partners, media, and the general public.

Over the past decade, IOM has increasingly been seen as a strong player supporting PSEAH efforts within the UN, IASC, and amongst the humanitarian community. IOM’s strategic approach to PSEAH focuses on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination.

Context:

Under the direct supervision of the Deputy Regional Director for Management and Reform of the IOM Regional Office for Asia Pacific in Bangkok, Thailand, and in close coordination with and technical support from the global PSEAH Unit and other technical experts, the Regional PSEA Consultant will play a key role in ensuring the integration of PSEA across the region, with a particular focus on institutionalizing a survivor-centred approach and strengthening access to assistance for survivors of SEA.

Core Functions / Responsibilities:

The successful candidate will deliver the following outcomes:

  1. In coordination with the global PSEAH Unit, provide advice and recommendations to the Regional Director, Deputy Regional Directors and the Chiefs of Mission within the Region on strategic engagement, policy and programmatic decisions on PSEAH.
  2. Provide SEA case management technical guidance, support and oversight to IOM PSEA Officers and Focal Points within country offices on victim assistance and ensuring a victim/survivor-centred approach, in coordination with IOM GBV and other protection specialists.
  3. Closely coordinate with IOM’s regional GBV and protection teams to address and respond to SEAH.
  4. Maintain timely information-sharing and case coordination between country offices, the PSEAH Unit and other relevant HQ units on individual case supervision and victim assistance, as relevant.
  5. In coordination with the global PSEAH Unit, lead on the rollout of IOM’s SEAH survivor support package within the region, ensuring that IOM country offices in the Asia Pacific region have the necessary mechanisms in place to facilitate access to assistance for SEA survivors.
  6. Build the capacity of IOM PSEA Officers and Focal Points within the region to respond to SEAH disclosures and ensure access to assistance.
  7. Support and advise the IOM Country Offices to undertake risk assessments to identify SEA gaps and put in place appropriate mechanisms to mitigate risks.
  8. Provide technical guidance and support to IOM PSEA Officers and Focal Points recruited and nominated within the Region; support and promote the integration of PSEAH within project proposals, budgets and reports.
  9. Promote the application and sharing of best practices on SEA prevention, risk mitigation, and response and document lessons learned from the field to continuously strengthen IOM’s PSEA efforts.
  10. Represent IOM within inter-agency PSEA fora, as applicable, and actively participate in seminars, meetings and events, advocating for IOM’s PSEAH initiatives across the Region to facilitate the sharing of resources, best practice and technical guidance.
  11. Support coordination and communication on the Prevention of Sexual Harassment in IOM, as required.
  12. Undertake duty travel as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Gender, Development Studies and Planning, International Relations, Psychology, Social Sciences, Law or a related field from an accredited academic institution with five years of relevant professional experience; or university degree in the above fields with five years of relevant professional experience.

Experience

  • Professional experience in the fields of sexual exploitation and abuse (SEA), protection, child protection, gender-based violence (GBV) , accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs; professional experience in GBV, SEA and/or child protection case management; strong coordination experience within the UN and IASC systems and with governments, NGOs and affected populations; experience in developing and delivering PSEA trainings; experience in undertaking PSEA risk assessments in coordination with relevant stakeholders; demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes.

Travel Required

  • Travel may be required within the Asia Pacific region.

Languages

  • Fluency in English language (oral and written) is required.
