Hosted by the IPPF ESEAOR office in Malaysia, the Asia and Pacific Hub, one of tis dedicated to driving commitments, fostering collaboration, and advocating for family planning at different levels, from region to community. With a strong presence in country support, data analysis, and evidence-based decision-making, the hub works towards tailoring actions to achieve FP2030’s strategic goals in the region.
Background
FP2030 stands as the sole global partnership dedicated exclusively to voluntary and rights-based family planning. This singular focus allows us to bring together the widest possible range of partners across disciplines and sectors, while situating family planning at the intersection of the global health, development, and gender equality agendas. FP2030 has created an unprecedented network of governments, donors, private sector, civil society, and youth organizations to advance the rights-based family planning. With the successes and learning from the past decade, FP2030 has operationalized a decentralized and localized model with five regional hubs, namely Asia and the Pacific (Kuala Lumpur), East & Southern Africa (Nairobi), North, West, and Central Africa (Abuja), Latin America & the Caribbean (Panama), and North America & Europe (Washington). Together, they mobilize and convene national stakeholders, drive the commitmentmaking process, operationalize commitments, and implement mutual accountability processes to track and deliver on commitments. Their technical expertise and deep understanding of local contexts are invaluable to the FP2030 support network in advancing country, regional, and global landscape analyses. The Ministry of Health, Government of the Philippines, and FP2030 are jointly hosting the Regional Focal Points Workshop from 1st to 4th July 2024 in Manila, Philippines. FPOP, the leading national SRHR organization, is the co-organizer of this workshop. The workshop will promote country and regional engagements and exchange of relevant knowledge between Focal Points, the FP2030 Support Network, and the global Family Planning community.
Objectives of the Workshop

To promote regional knowledge exchange and peer learning by convening country Focal Points for advancing access to voluntary and rights-based family planning.

Co-create innovative ways of working in new regional model.

Promote collaboration between countries on country engagement, advocacy, and accountability efforts.

Promote south-south learning and exchanges, focusing on key shared priorities and High Impact Practices (HIPs) such as family planning integration, postpartum family planning (PPFP), emergency preparedness and response (EPR), supply chain management, and adolescent and youth sexual and reproductive health.

Deepen partnerships and connections between country focal points and key regional partners.

Enhance understanding and use of data and measurement.

Review country action plans to accelerate progress on commitments.

Foster collaborative learning on emerging issues in Family Planning.
This will include a donor focal point side meeting to link country commitments and donors’ financial commitments. There will be a session on private sector engagement and CSR.

Participants
Country Focal Points (Government – MOH, CSOs, Donors and Youth Representative) from Commitment-making countries, key partners from potential countries where the commitment-making process is underway, and key regional partners and donors and FP2030 staff from AP and other Hubs are expected to attend the regional workshop, totaling around 80 participants.
Objectives of the Consultancy
The Consultant is responsible for the following major activities:
- Co-create meeting agenda alongside FP2030 and the Regional Committee.
- Collaborate with other session leads to develop a cohesive workshop plan aligned with FP2030 objectives and ensure logistical capabilities.
- Conduct the workshop as the main facilitator.
- Develop a post-workshop report, including key takeaways, next steps, and lessons learned.
Please note that the regional committee has been constituted, two meetings have been held, and an outline of the regional workshop has been prepared.
Deliverables
The consultant is expected to deliver the following deliverables during the consultancy period:
- Co-create agenda for a four-day workshop (03 days)
- Facilitate the Regional Focal Points Workshop from 1st to 4th July 2024 (05 days including travel)
- Drafting meeting report based on meeting notes and participant survey and identify next steps (04 days)
Timeline Overview
- Consultant is expected to start work on the 4th week of May,2024.
- Develop detailed workshop agenda by 2nd week of June,2024.
- Facilitate regional workshop from 1st – 4th July in Manila, Philippines. The consultant is expected to arrive in Manila on 29th or early 30th June.
- Meeting report by 3rd week of July
Qualifications
The ideal consultant should possess:

Master’s degree in social/ political sciences, public health, international development or any related field.

Minimum of 08 years relevant work experience in working on Family Planning and/or Sexual and Reproductive Health and Rights in a Senior Capacity.

Minimum of 05 years relevant work experience in facilitating workshops at a regional or a global level with diverse stakeholders coming from multicultural and multiethnic backgrounds.

Knowledge of FP2030 global family planning partnership and it’s structure.

In-depth knowledge and lived experience in Asia and the Pacific region working with government and CSO stakeholders.

Excellent communication skills in English (both verbal and written) and the ability to collaborate with diverse stakeholders.
For Consultants currently living and based in Asia and the Pacific region with the above qualifications will be given priority.
Budget
Interested candidates are invited to submit a detailed budget proposal outlining their fees, expenses, and any other relevant costs associated with the completion of the consultancy. FP2030 will cover the travel and accommodation costs of the Consultant including Economy Class airfare.
