The consultant will support and contribute to the development of a resource mobilization action plans. This will entail promoting resource partnerships with all relevant actors, including Member States, various donors at country, regional and global levels, and other UN agencies, etc. in order to identify and create resource mobilization opportunities. The incumbent will engage with the technical leads overseeing the programme; liaise with technical and administrative staff in the office to ensure the adequate use of the funds and reporting of the funds following donor requirements and will work in close cooperation with the Resource Mobilization, Planning, Communication and Advocacy officers at the three levels of the organization to achieve common goals.
- Contribute to the Resource Mobilization (RM) action plans and associated work plan to fund under-resourced activities, build a base of long term partners and enhance the Organization’s credibility and brand. This strategy should include assessing past RM efforts, analysing funding needs and opportunities and mapping donor interest and potential to identify needs/strengths overlap with partner interests.
- develop RM targets against which the achievement of objectives of the RM strategy can be evaluated; analysis is undertaken to improve the effectiveness of RM strategy and activities.
- Develop Grant Management/Resource Mobilization tools, such as upcoming/due donor reports tracker, pipeline-tracker, country/emergency specific information/analysis, workflow documents, etc.
- Collaborate with current and new donors, to build strategic partnerships. Participate in donor coordination meetings; contribute in negotiations for donor agreements.
- Source and share donor/partner intelligence by researching and updating donor and partner profiles, including technical, political and policy information required to support the strategic engagement of partners at the regional level.
- Collaborating with procurement, logistic, HR and technical staff regarding donor stewardship (implementation rates, etc.) and ensuring that activities and expenditures are aligned with the terms and conditions set out in individual donor agreements.
- Draft, review and prepare quality assurance for technical donor reports, proposals, modification requests, and any other type of fundraising documents and ensure their timely submission.
- Support the development of donor briefs, background papers for a diverse array of activities for senior management.
- Adjusting and identifying RM performance indicators as necessary in order to be incorporated or fed into the biennium work plan.
- Conduct timely and accurate monitoring and evaluation activities to ensure the RM objectives are met.
- Undertake lessons learned review of successful and unsuccessful RM experiences and share observations/findings with country, regional and HQ communication colleagues so that best practices benefit WHO’s RM work.
Qualifications required:
Essential
- University degree in economics, law, political science or international relations or related field from an accredited/recognized institute.
Experience required:
Essential:
- Five years’ related experience, at the national and international level in developing and implementing resource mobilization and external relations activities.
- Proven track record in developing resource mobilization strategies, mobilizing funding, engaging with donors, developing donor engagement plans, producing proposals and reports.
- At least two years prior working experience with an international INGO or WHO/UN in a country outside of the applicant’s country of origin/nationality, working on resource mobilization or external relations
Skills / Technical skills and knowledge:
- Excellent analytical skills complemented by the ability to conceptualize ideas and write excellent briefs, proposals and reports
- Proven negotiating and influencing capacity.
- Ability to work under pressure
- Demonstrated ability to plan and implement work, and to communicate ideas effectively.
- Strong interpersonal, representational and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners.
- A strong team player and independent highly motivated staff member with superior communication and negotiation skills with a track record of working at all levels of a major organization
- Demonstrated ability to work in highly complex multicultural international organizations and establish harmonious and effective working relationships, both within and outside the organizations.
- Good Knowledge of WHO mandate and goals
Language requirements:
- Excellent knowledge of English. Working knowledge of another WHO official language would be an asset.
