Background

UN Women HQ Financial Management Section provides centralized finance services for HQ divisions and 60+ field offices. Under the guidance of Deputy Director of Financial Management and the direct supervision of the Finance Specialists, the Finance Associate will assist the Finance team in various financial duties, including provision of assistance for year-end activities and audit preparation and planning.
Key roles for the Financial Management Section are:
- Strategic planning and management of all activities related to financial services and accounting.
- Financial advisory support and technical guidance to Field and HQ, project proposal guidance, donor agreement, negotiations, revenue & asset management, treasury oversight, field support, audit and EU verification support, and financial reconciliations and GLJE, payments processing, non-core cash allocations, monitoring of internal controls.
- Produces statutory Financial Statements for UN Women, all financial Donor Reports (Certified, Interim, Provisional), monthly DMA Management reports, ad-hoc financial and management reports.
- Provides training to Field and HQ for capacity building; and
- Financial management advice to Executive Director and Senior Management Team.
The consultant will be reporting to Finance Specialist -Revenue & Asset Management.
Duties and Responsibilities
- Assist in Monitoring and processing daily treasury transactions and liaise with field and HQ programme offices on outstanding amounts. Ensure timely identification of funds, including receipts received in UNDP Local bank accounts.
- Assist in Processing requests for invoices from field and HQ offices, monitor invoice tracking sheet for payments received.
- Assist in verifying and approval of Donor Agreements via the Donor Agreements Management System (DAMS) as Level 2 approvers.
- Assist in the Review and analysis of revenue and associated general ledger accounts and transactions for accuracy and correct accounting treatment and preparation audit workpapers.
- Assist in raising general accounting entries for transfer of funds between projects.
- Assist in the Review and analysis of depreciation and asset transactions for accuracy and correct accounting treatment, and review of expense accounts for capital expenditure.
- Support the Revision and update of training materials and guidance to ensure they are in line with the new ERP system.
- Provide other assistance to Financial Management Section as required (including vendor approvals)
Consultant’s Workplace and Official Travel
This consultancy will be located at Headquarters – New York and will not require any Official Travel.

Required Skills and Experience
Education and Certification:
- Completion of secondary education is required.
- Bachelor’s degree in finance or accounting is an asset.
- Successful completion of UN Women Accounting and Finance Test is required.
- Specialized national or international certification in accounting and finance is an asset.
Experience:
- At least 6 years of progressively responsible experience in finance.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems.
- Experience in the use of ERP, Oracle Cloud – Quantum system will be an asset.
- Excellent analytical skills with strong drive for results and capacity to work independently.
Languages:
- Excellent communication skills (written and oral) in English are required.
- Working knowledge of another UN language is an asset.
