Contributing to the efficient implementation of the project “Agreements, processes, and tools to move towards a climate-resilient society in El Salvador”. Results/outputs: 1. Stakeholder engagement plan 2. Agreed structure of the NAP Coordination Platform (NAPCP) and its workplan. 3. A Government resolution to institutionalize the NAP Coordination Platform (NAPCP) as the governing body to lead the NAP Process in El Salvador The Consultant Specialist in Law will contribute to the effective implementation of the project by analyzing the legal context of the following deliverables: Product 1: A Stakeholder engagement plan, including stakeholders mapping and analysis (public and private sector, civil society, academia, etc.), the consultation schedule, recommended articulation with the communication strategy, analysis of the risks of lack of ownership of the National Adaptation Plan (NAP) process, recommendations for the institutional arrangements and considerations of gender, representation and inclusiveness. Product 2: Agreed structure of the NAP Coordination Platform (NAPCP) based on the actors mapping of Stakeholder engagement plan and defined at the inception workshop. It will be comprised of around 20-50 entities/organizations/groups and will build on the existing, operative institutional arrangements whenever is possible; and NAPCP workplan. Product 3: A Government resolution to institutionalize the NAP Coordination Platform (NAPCP) as the governing body to lead the NAP Process in El Salvador, considering pertinent legal instruments such as the Climate Change Law currently under preparation, Climate Change plan and thematic adaptation mainstreaming strategies; including consultation and validation workshops report, and its feedback improving the resolution proposal. The Consultant Specialist in Law will contribute to the effective implementation of the project by analyzing the legal context of the following tasks: A Stakeholder engagement plan: 1. Analyse the existing institutional governmental national framework related with NAP project and its priorized sectors (biodiversity and ecosystem services, health, infrastructure and cities, tourism, energy, water security and agriculture and food security); and other relevant governmental institutions; includes financial sector, municipal authorities, private sector, academia, civil society and Non-Governmental national Organizations; among others. Also, considering members of the National Environmental Management System. 2. Develop the methodology for collecting information and the consultation schedule. 3. Conduct an analysis of stakeholders engagement, including role of the individual actor and/or the institution or organization; the level and scope of influence the actor has over the specific sector or thematic area under analysis; information on policy areas the actor has influence on or specific measures they can take to influence decision-making; the level of influence the actor/institution has in the specific sector or thematic area (high-medium-low); main interests of the actor regarding the sector or thematic area under analysis; analysis of the risks of lack of ownership of the NAP process; recommendations for the institutional arrangements and considerations of gender, representation and inclusiveness. 4. Advise some recommendations about articulation with the communication strategy to be developed. 5. Handle a validation meeting with the Project Management Unit. Agreed structure of the NAP Coordination Platform (NAPCP) 6. Design a regular engagement and coordination mechanism with key stakeholders and technical inputs for policy dialogue at national and subnational levels on alignment of climate change adaptation priorities, according to the Stakeholder mapping. 7. Develop a proposal with elements for government deliberation to lead and steer cross-thematic climate change processes in the country (for example by giving details on the members and its roles and responsibilities and other coordination aspects as how the process would flow between the different levels of management). 8. Design a workplan for the NAPCP. A Government resolution to institutionalize the NAP Coordination Platform (NAPCP) 9. Conduct an analysis to understand the legal context and legal aspects to be considered to operationalize the NAP process as part of the government duty in pertinent legal instruments such as the Climate Change Law currently under preparation, Climate Change plan and thematic adaptation mainstreaming strategies. 10. Develop substantive technical inputs to align the NAP project outputs and results to broader governance and related initiatives in El Salvador. 11. Develop a Government resolution to institutionalize the NAP Coordination Platform (NAPCP). 12. Handle the consultation and validation workshops for approving the draft resolution.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). In terms of addressing climate change, UNEP aims to support countries in the compliance of the objectives of the Paris Agreement and the priority actions defined in the countries Nationally Determined Contributions. The overall objective of UNEP´s Sub-programme on Climate Change is to strengthen the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. The expected accomplishment regarding climate change adaptation is that adaptation approaches, including an ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, the UNEP´s Sub- programme on Climate Change is also committed to ensure that crosscutting issues such as gender equity and women empowerment is effectively undertaken in the development of its tasks to guarantee an equitable development in line with its adaptation objectives. In this context, the Ministry of Environment and Natural Resources (MARN) and UNEP have agreed on the implementation of the project “Agreements, processes, and tools to move towards a climate-resilient society in El Salvador” framed within the Readiness program of the Green Climate Fund (GCF). The project aims to strengthen institutional engagement and capacities to plan, finance, implement, monitor, and report strategic adaptation processes, considering stakeholders at multiple levels. The project seeks to achieve its objective through 4 components: • Adaptation planning governance and institutional coordination strengthened. • Evidence basis produced to design adaptation solutions for maximum impact. • Private sector engagement in adaptation catalyzed. • Adaptation finance increased. To fulfill the objectives of the project, the UNEP LACO is recruiting a Consultant Specialist in Law to provide technical support and inputs to the National Project Coordinator and the Project Management Unit in the legal context analysis of several activities of the National Adaptation Plan. The Consultant Specialist in Law will operate under the overall supervision of the UNEP Adaptation Programme Management Officer at LACO, in coordination with MARN. The incumbent will work home based. Additionally, he/she will work in close collaboration with UNEP´s Adaptation team, the MARN in El Salvador and other national consultants and government and non-governmental counterparts.
Qualifications/special skills
ACADEMIC: • Bachelor’s degree in law, international law or related areas is required. • Master´s degree in Climate Change Law, Environment Law or related areas is desirable. PROFESSIONAL: • A minimum of five (5) years of relevant experience in environmental law, climate change and/or sustainable development is required. • Experience in the development of legal and institutional frameworks, drafting of legal instruments on environment and/or Climate Change is required. • Experience in the analysis of institutional competencies and priorities, comparative law and policy review related to environment and/or climate change is desired. • Proven experience in the development of legal and regulatory documents is an asset. • Proven experience advising national Government departments on climate change is an asset. • Experience working in the Latin American and Caribbean region is an asset. LANGUAGE: • Fluency in Spanish is required. • Confident level in English is required. SKILLS: • Excellent technical leadership and understanding of climate change adaptation concepts, principles, and policies. • Ability to provide guidance on climate change adaptation law. • Strategic perspective to guide the development of products to maximize impact and success.
