Purpose of consultancy

To provide technical expertise to the health workforce department data evidence and knowledge management, in particular on nursing, community health workers, OneHealth, public health and emergency workforce.

Background

The Global Strategy on Human Resources for Health: Workforce 2030 (GSHRH) calls for strengthening HRH data across different dimensions described in the health labour market framework for UHC. National Health Workforce Accounts (NHWA) is a system to strengthen Human Resources for Health Information Systems by which countries progressively improve the availability, quality, standardization, dissemination and use of health workforce data, through monitoring of a set of indicators, to support achievement of Universal Health Coverage, Sustainable Development Goals and other health objectives.

The data monitored and reported through the NHWA are the backbone of health workforce evidence generation and for tracking global progress on health workforce challenges. In 2024, a series of analytics using NHWA will be conducted during the preparation of the State of the World’s Nursing report 2025 and a report prepared for publication in 2025. In addition, as part of the global initiatives on Community health workers and the CHDP development partnership NHWA will be the one stop shop to monitor and report on CHW. Lastly, as part of the overall OneHealth approach and the implementation of the roadmap on public health and emergency workforce, a series of activities on mapping and measurement of occupations and functions will be conducted.

Deliverables

  • Activity 1: State of the World Nursing report 2025.
    • 1.1: Data chapter writing for the SoWN report.
      • To finalise the analytics for the SoWN 2025 report, contribute to the writing of the chapter on data as well as technical appendix.
      • To contribute to the development of dissemination packages on data and results for regions and countries.
        Expected by March 2025
    • 1.2: Contribute to the drafting of peer-reviewed paper on nursing.
      • Based on analytics conducted for the SoWN 2025 report, in particular updating stock and projected shortage, as well as new statistics on nursing education, he/she will contribute to the drafting of an article for a peer-reviewed journal, developing text, tables, figures and technical annexes.
        Expected by April 2025
  • Activity 2: Evidence generation on CHW.
    • 2.1: Analytics for CHW.
      • To extract CHW data from NHWA data platform, elaborate an analysis plan under supervision of DEK, and conduct data analysis on CHW stock and trends if feasible as well as analysis of other indicators available for CHW. A short document describing methods will be elaborated and results presented in a 2-3 pages documents.
        Expected by November 2024
    • 2.2: Reporting on CHW.
      • To elaborate a draft article for a report on CHDP. This article will be included in a broader reporting to CHDP and for a peer-reviewed journal.
        Expected by January 2025
  • Activity 3: Onehealth and roadmap on public health and emergency workforce.
    • 3.1: Mapping of occupation and function (roadmap, OneHealth).
      • To facilitate the activities on the roadmap on public health and emergency workforce, as well as activites on the OneHealth workforce approach. In both cases, a mapping to ISCO-08 will be conducted based on occupation and function matrix. Data from ILO labour force surveys, as well as census data through IPUMS will be used to cross-analyse the jobfunction matrix elaborated in both activities. Stata programs will be developed to conduct this analysis, as well as short report with methods and results.
        Expected by July 2025
  • Activity 4: NHWA support.
    • 3.1: OECD/Eurostat/WHO-EURO JDC data processing.
      • To extract data from the OECD/EUROSTAT/WHO-EURO joint data collection either in an aggregated format provided by WHO-EURO or through OECD stat website. Data will be managed with Stata, tested for quality, and prepared in standard form for upload into the NHWA online platform.
        Expected by July 2025
    • 3.2: Data quality analysis.
      • To contribute to the annual data quality check. From databases provided by the DEK unit, he/she will identify outliers, and deviation from expected value. Series of data analytics technics, and triangulations, will be conducted. All potential glitches will be notified in a share excel form.
        Expected by July 2025
    • 3.3: DEK support on NHWA (platform, portal, and other data activities).
      • To review updates of the NHWA platform, NHWA portal. He/she will also contribute to the “tagging” of documents (i.e. adding complete identification elements electronically) included into the NHWA portal library of documents. To contribute to webinars and other capacity building activities.
        Expected by July 2025

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First level university degree in statistics, economics, demography or other quantitative disciplines.

Desirable:

  • Advanced university degree in statistics, economics, demography or other quantitative disciplines.

Experience:

Essential:

  • At least 5 years of experience conducting data management, data analysis, and evidence generation and publication in scientific literature on health topic(s).

Skills:

  • Good statistical skills applied to health data demonstrated by analysis conducted in scientific publications.
  • Good understanding of the international classification of occupations.
  • Good writing skills with demonstrated publication of studies in peer-reviewed journals.
  • Good knowledge of statistical software such as STATA, SPSS, SAS or R.

Languages required:

Essential:

Expert knowledge of English.

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

11 months (tentative dates: from October 2024 to September 2025).
