Qualifications

Purpose of consultancy

To review and propose improvements of WHO Health Emergencies Programme’s (WHE) emergency stockpile.

Background

The mission of WHE Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Since the beginning of 2016, the WHO Headquarters’ Operations Support and Logistics (OSL) Unit has been supporting a major part of WHE emergency responses. Providing support in the response to emergencies but also developing tools and guidance to strengthen our supply chain and increase the efficiency of our field team. In this regard, the consultant will review and propose improvements for WHE emergency stockpile, by reviewing stockpile adjustment versus probable scenarios and estimated number of case/patients.

The stockpile should be able to support the WHE main emergency response scenario, outbreak response (Cholera, VHF, Diphtheria, etc) and Trauma support for the following categories: Medicines, Biomedical equipment, Laboratory supplies, Emergency health kits, and Field support items.

Deliverables

  • Output 1: Provide accurate assessment of emergency stockpile strategy.
    • Deliverables:
      • Provide assessment of current emergency stockpile strategy, at the two levels (Headquarters and Regional offices) of the organizations and including WHE top 10 priority countries, in terms of content, values, and locations.
  • Output 2: Provide logistics technical expertise.
    • Deliverables:
      • Identify shortcomings, vulnerabilities, and potential areas for improvement within the current emergency stockpiles level, in consultations with regional teams to gather insights, challenges, and recommendations pertinent to their respective areas.
      • Propose recommendations for optimizing stockpiling strategies, including inventory levels, storage facilities, distribution networks, and technological advancements including but not limited to enhancing emergency stockpile strategies.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in supply chain management, logistics and warehouse management, international transport, shipping management, business administration or related field.

Desirable:

  • Training in information management systems and their application to supply management and monitoring.

Experience:

Essential:

  • At least seven years of experience, at the national and international levels, in supply chain, procurement or logistics.

Desirable:

  • Experience working with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organizations.
  • Experience at WHO Regional or Headquarters levels in managing the supply chain of health commodities.
  • Experience working on ERP systems (Oracle, GSM/GIMS).
  • Working experience in the field of outbreaks or health emergency response.

Skills:

  • Excellent knowledge of Microsoft Office applications.
  • Ability to work in a multicultural, multidisciplinary environment.
  • Proven ability to work with diverse teams across different functional areas.

Languages required:

Essential:

  • Expert knowledge of English.
  • Intermediate knowledge of French

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

3 months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
