OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Institute for Information Technologies in Education (IITE) invites applications for an individual consultant position for ICT competency development of educators and Inclusion and Equity in Education initiatives support to steer the ongoing projects and initiatives towards their objectives and serve as an integral part of the Project Task Forces, taking active part in the meetings and discussion pertaining to the designated project initiatives.

Under the supervision of the Chief of the Unit of Teacher Professional Development and Networking, the Individual Consultant shall engage in implementation of TPDN activities, in particular in drafting concepts, reports and work plans. The Consultant shall play a pivotal role in steering the ongoing projects and initiatives towards their objectives, and serve as an integral part of the Project Task Forces, taking active part in the meetings and discussion pertaining to the designated project initiatives.
In particular, the consultant shall support implementation and coordination of the Unit’s projects: ‘Integrating Artificial Intelligence and Digital Innovations to strengthen Inclusion and Equity of Education in Africa’ (Chengdu Project) and ‘Building future schools with ICT competence and innovative pedagogy’ (Weidong Project).

Long Description

In particular, the Individual Consultant shall:

1. Spearhead the conceptualization and develop an extended Concept Note on the establishment of a Resource and Training Centre in Mauritius. The Concept Note must be compiled in line with the UNESCO recommendations and include rationale and objectives, description of key activities and stages of the project implementation, identification of partners and beneficiaries. Submit the Concept Note to UNESCO IITE for consideration and approval before 6 May 2024.
2. Finalize the two major publications within the Chengdu project: ‘Global Excellence: Best Practices in Leveraging ICT, AI, and AT for Education and Socialization of Persons with Disabilities and Special Learning Needs’ and ‘Guidelines for Establishing an ICT Environment in Resource Centres Dedicated to Inclusive/Special Needs Education’. Provide finalized publications ready for technical editing before 3 June 2024.
3. Draft Terms of Reference (ToR), initiate online search, further evaluation, selection and contracting of an Experienced English Editor to review and fine-tune the two publications developed in the framework of the Chengdu project. Provide all documents related to the editor’s contract before 17 June 2024.
4. Manage the full cycle of the Contract Standard Operating Procedure (SOP) for the individual consultant designated to carry out on-the-ground sensitization and information activities for education stakeholders in Rwanda. Ensure full conformity of all contractual formalities with the UNESCO Guidelines and Regulations in force. Submit all contract-related documents to UNESCO IITE by 28 June 2024.
5. Support the preparation of the IITE’s on-site capacity-building activities in Rwanda. Establish close liaison with concerned stakeholders, including Rwanda National Commission for UNESCO, Rwanda Ministry of Education (MINEDUC), and UNESCO Nairobi Office, to ensure IITE’s impactful, purposeful, and convenient engagements. Provide a brief description of the fulfilled activities by 28 June 2024.
6. Submit brief semi-annual reports on the achievements within the Chengdu and Weidong projects by 3 July 2024.
7. Draft forward-looking proposals for IITE’s advancement within the Chengdu and Weidong initiatives for the second half of 2024 – early 2025 by July 15, 2024.
8. Uphold the online deployment of the final editions of the publications on IITE’s website and E-library platform by 5 August 2024.
9. Prepare and submit a brief description of developed news and articles for the IITE’s newsletter for the period January – July 2024 before 9 August 2024.
10. Over the period July – October 2024, arrange at least two webinars dedicated to ICT capacity building of educators, within the Chengdu and Weidong projects (at least one webinar per initiative). Submit webinar descriptions and lists of invited speakers before 14 October 2024.

11. Prepare brief semi-annual and annual progress reports for the Chengdu and Weidong projects. Submit two semi-annual and two annual project reports before December 12, 2024.
12. Draft practicable proposals for the Unit’s performance within the Chengdu and Weidong initiatives for the first half of 2025 by December 31, 2024.

REQUIRED QUALIFICATIONS

Education

  • University degree (master’s degree or equivalent) in education, relevant behavioural sciences, or another related field.

Work Experience

  • At least 5 years of accumulated progressively responsible professional experience at the national and international levels in the field of education, implementation of educational projects, teacher professional development and instructional design.
  • Experience in designing, developing, and delivering face-to-face, online and/or blended advanced trainings and/or educational resources for adult learning.
  • Experience in working with government authorities, educational institutions, and international organizations. Experience in ensuring comprehensive administrative, organizational, and methodological support towards project implementation.
  • Skills/Competencies
  • Proven ability to draft high-quality, clear, concise, evidence-based documents and reports.
  • Ability to collect, consolidate, synthesize, and analyze information from various sources.
  • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners.
  • Excellent communication and interpersonal skills.
  • Proficiency in IT skills on office software

Languages

  • Excellent knowledge of English and Russian (written and spoken)

DESIRABLE QUALIFICATIONS

Education

  • Academic background (post-graduate programmes, advanced trainings, professional development courses) pertaining to teacher capacity-building, disability inclusion, digital pedagogy.
