UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and work with governments and civil society to design laws, policies, programs, and services needed to implement these standards.
Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships, and investments around three main areas of work: women’s leadership and system-wide support to advancing gender equality; women’s economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices.
Ending violence against women and girls is an ongoing national priority in Egypt, as a key driver to achieving the country’s socio-economic goals. The Government of Egypt and its partners, including UN Women, have prioritized prevention and response strategies to reduce the prevalence of violence against women and girls in public and private spaces.
Global evidence suggests that addressing VAW is more effective when survivors and those at risk of violence are empowered economically. The correlation between economic empowerment and violence is two-fold: first; the correlation between economic dependency and susceptibility to VAW; and second, the repercussions of VAW can significantly impede women’s capacities to partake in income generating activities. Accordingly, enhancing women survivors’ technical and employability skills as well as their access to livelihood opportunities is crucial to changing their trajectories.
Another major impediment to women’s effective participation in the labor force is the unequal distribution of care responsibilities. UN Women aims to foster a holistic approach to recognizing, reducing, and redistributing unpaid care work, and to increase the reward and representation of paid care workers. Accordingly, UN Women in cooperation with the Ministry of Social Solidarity (MOSS), focuses on the provision of training and skills development for care workers, particularly domestic workers, and elderly care services, developing policies and quality standards and improving the image and job quality of care workers and care jobs.
In alignment with the National Strategy for the Empowerment of Egyptian Women (NSEEW), and through the support of USAID, UN Women, and in cooperation with MOSS will launch an initiative targeting social care services for the elderly. The proposed intervention aims to standardize a training curriculum for elderly caregivers and train women survivors of violence and those at risk to link them with livelihoods opportunities in the paid care services’ sector.
Under the overall supervision of the UN Women Head of Programmes, a.i. and the day-to-day supervision of the UN Women Ending Violence Against Women Programme Specialist, UN Women is recruiting a consultant to support the development of a nationally-owned training curriculum for standards of practices for paid elderly caregivers (whether working in nursing homes or providing at-home service); and enhance the capacities of women survivors of violence through training on the approved curriculum to increase their employability opportunities in the growing care sector. The consultant will be responsible for conducting the training of 1000 women over the period of 3 years.
The national consultant will be responsible for:
A) Workplan, timeline and methodology for this assignment.
B) Mapping and desk review for all existing curricula related to elderly care services internationally and nationally, identifying best practices applicable to the national context.
