It examines progress, gaps, opportunities, and bottlenecks vis-à-vis a country’s commitment to achieving the 2030 Agenda, UN norms and standards and the principles of the UN Charter, as reflected in the Cooperation Framework Guiding Principles.
The UN Resident Coordinator’s Office is recruiting a consultant to facilitate the development of a high-quality and evidence-based UN CCA as the foundation for the new 2026-2030 UNSDCF for Armenia. The incumbent will work under the direct supervision and guidance of the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Within delegated authority, the incumbent will fully adhere to all aspects of CCA outlined in the Consolidated Annexes to the Cooperation Framework Guidance (Annex 2 that indicates the elements of CCA) as well as UN CCA Companion Piece that offers “how to” guidance, tools and examples of how a CCA should be developed.
The development of the CCA will entail, but not be limited to the following: 1. Develop methodology and work plan for the CCA exercise in line with the UNDG guidance on the CCA process.
The methodology should focus on innovative approaches for inclusive and participatory data collection and analytical processes. This should include consultations with various stakeholder groups, alignment with other ongoing processes, e.g. VNR, UNSDCF evaluation, etc. 2. Synthesize secondary and primary data and add to existing data, statistics, analyses, reviews, research, studies, and resources from within and outside the UN system with analytical inputs from and in close coordination with UNCT.
3. Facilitate discussions within the UNCT and external stakeholder community (government, development partners, civil society, etc.), as required, on the draft CCA to validate and enrich the findings.
4. Draft and finalise the CCA report in line with the findings from the validation sessions. 5. Provide other coordination support to the RC and RCO as required.
A minimum seven years of experience is required of progressively responsible experience in data analytics or visualization tools, information and data representation techniques, tools and/or software, such as Microsoft Power BI, Tableau, Qlik Sense is required.
Knowledge of Microsoft Power BI is an advantage. Previous experience of conducting UN Common Country Analysis is an asset. PROFESSIONALISM: Ability to apply sustainable development theories, concepts, and approaches. Ability to identify issues, analyze and participate in the resolution of issues/problems.
Ability to conduct data collection, data analytics and visualization using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic resources on the internet, intranet, and other databases.
Ability to analyze and interpret data in support of decision-making and convey resulting information to management. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
CREATIVITY: Actively seeks to improve programmes or services; offers new and different options to solve problems or meet client needs; takes an interest in new ideas and new ways of doing things.
CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems.
Knowledge of another UN official language is an advantage.
This should include: – Latest CV and a sample of previous works, such as situational analysis and CCA. – Approach to work/suggested methodology and workplan. – Financial Proposal, inclusive of expenses related to travels and DSA if required.
The consultant will be responsible for arranging their own travel. Any additional costs beyond the scope of the ToR will not be covered. The consultant must provide their own laptops and other necessary technical equipment to fulfill the assignment.
All documents produced during the consultancy period will be treated as strictly confidential, and the distribution and/or publication rights will solely belong to the UN.
