Result of Service
Under the direct supervision of the GMCP Programme Coordinator in Bangkok, the Contractor will implement the following tasks: • Develop and manage a Calendar for all activities planning and executing in Southeast Asia and the Pacific. The Contractor is requested to utilize robust project management tools to design a comprehensive activities tracking system. A strict timeline, synchronized with regional calendars, must be established, accompanied by regular monitor to track progress and address potential issues promptly. Furthermore, a stringent data security protocol should be in place, limiting access to authorized personnel to uphold confidentiality and safeguard sensitive information. This customized planning calendar should enable country staff to update the progress of main task, with the system automatically reflecting the most recent updates, thus ensuring real-time visibility and accountability. The management of the system will be centralizing to a single authorized individual to effectively minimized the risk of unauthorized alterations or disruptions to the established plan. The Contractor will be the primary contact point and overseer to closely follow up with any revision or updates in the regional planning, ensuring successful management and execution of all activities and adherence to the commitments made to the program’s donors. • Work with MDA Experts and relevant NPOs to streamline MDA surveillance instruments into marititime law enforcement practice in the region and deliver MDA trainings in the SEA-Pacific region. The task includes, but not limited to, support MDA Expert to employ tools like anomaly detection algorithms and pattern recognition, to identify potential security threats or irregular activities in the maritime domain. This task requests to orchestrating multifaceted MDA training sessions in different countries, integrating cutting-edge geospatial tools, and harnessing technologies, and provide support to the development of state of the art training materials incorporating advanced concepts such as satellite-based data, unmanned tasking drones, and artificial intelligence • Provide support to MDA activities and initiatives in the SEA-Pacific region. The Contractor will play a crucial role in curating and executing high-profile conferences that serve as forums for in-depth discussions, collaborations, and the exchange of insights among leading industry experts, governmental entities, and cutting-edge technology providers. Collaborating closely with MDA experts, the Contractor is requested to assist the implementation of new MDA technologies, apply advanced analytics, machine learning algorithms, and pattern recognition methodologies to elevate MDA data collection capabilities. The Contractor needs to support the creation of large network of MDA and maritime practicioners as well as maritime security thinktank in the region. The specific focus of this task is fostering collaboration, knowledge exchange, and the formulation of advanced MDA strategies tailored to the unique challenges of the SEA-Pacific maritime environment. • Take the lead in conducting regular MDA proficiency examination for maritime law enforcement personnel, and manage a database of successful candidates that can use the postnominal Certified MDA Analyst. The MDA proficiency examination is built up on a special Assessment platform with a robust candidate database, meticulously organized to track and manage the profiles of individuals undergoing assessments while providing a user-friendly interface for exam execution. The Contractor needs to conduct regular technical check up on the Assessment platform to ensure the confidentiality and adherence to data protection protocol. The maintainance services for the Assessment platform includes rigorous testing with a heightened emphasis on real-time monitoring and invigilation ability features. The real-time monitoring system must be fortified with encrypted security measures, guaranteeing the confidentiality of the examination content and the privacy of candidates. The role also entails overseeing the whole Examination and all of its related communications with assessed maritime law enforcement personnels, employing cutting-edge technologies to guarantee transparency, fairness, and the prevention of any irregularities during the examination process. • Act as a contact point between country teams, expert Contractors, and relevant agencies in the implementation of the Programme regarding MDA trainings and MDA-related activities.

Duties and Responsibilities
The purpose of this assignment is as follows: The Contractor will work with the PO Team to develop and manage planning calendar in the region to ensure successful implementation of programme activities. Together with MDA Experts and relevant NPOs, the Contractor will facilitate MDA trainings in Southeast Asia – Pacific region, and organize quarterly MDA Proficiency Examination.
Qualifications/special skills
A high school diploma or equivalent is required. • At least two (2) years of relevant work experience in international development, rule of law, crime prevention and/or maritime law enforcement in international organizations is required. • Previous work experience in UNODC and GMCP, including organization of MDA trainings and activities in SEA countries is desirable • Proven experiences in drafting maritime reports, proposals, and involvement in MDA training plans are desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
