Description of the Assignment: The NHDR 2024 aims to produce a comprehensive report on human development, focusing on the pivotal role of Ecosystem Services in fostering inclusive and sustainable growth. This biennial initiative, led by UNDP in collaboration with the Government of Rwanda, tracks progress through the Human Development Index, aligning with strategic frameworks like NST1 and Vision 2050. The report will assess current economic, social, and environmental conditions, analyzing the impact of external shocks and evaluating local development models. Key deliverables include mapping ecosystem services’ contributions, proposing integrated planning strategies, and providing recommendations for informed policymaking and sustainable development interventions.
The National Human Development Report (NHDR) serves as Rwanda’s flagship document assessing advancements in human development every two years. With the last report published in 2021, each NHDR aligns its thematic focus with the economic, social, and environmental context of Rwanda. The upcoming 2024 NHDR shifts its focus to Ecosystem Services, aiming to highlight their contribution to inclusive and green growth. This theme is timely given Rwanda’s ongoing economic growth, yet persistent challenges in poverty and human development. The report aims to articulate the role of natural resources, often overlooked in GDP calculations, in driving socio-economic transformation. Despite efforts to integrate environmental concerns into national planning, concepts like the “GDP of the Poor” remain underdeveloped in local and national strategies, making this NHDR particularly significant in redefining development metrics beyond GDP.
Expected Period of assignment/services: 74 days spread between July November 2024
