UNICEF is looking for a specialist in ethnic-racial relations able to dialogue with public managers and local partners to foster PIA (Primeira Infancia Antirracista) implementation at national level to support the scale of PIA to different municipalities and Brazilian states, as well as to support the cooperation with the federal government.
The consultant will work remotely but requires one presential meeting to be held in August.

JOB CONTEXT AND PURPOSE OF ACTIVITY/ASSIGNMENT

To address structural and institutional racism and support optimal development of children from communities most affected by xenophobia and racism, UNICEF Brazil launched “PIA – Primeira Infância Antirracista”, an strategy that aims at raising awareness of Brazilian ECD workforce about the impacts of racism on child development, as well as promoting qualified and humanized services for black and indigenous pregnant women, children up to 6 years old and their families. PIA has enabled the development of informative materials for ECD workforce and parents/caregivers, as well as in-person workshops that mobilized more than 2500 professional and community-based leaders in 08 Brazilian major urban centers. In order to support the scale of PIA to different municipalities and Brazilian states, as well as to support the cooperation with the federal government, UNICEF is looking for a specialist in ethnic-racial relations able to dialogue with public managers and local partners to foster PIA’s implementation at national level.

 

SCOPE OF WORK

Selected consultant will:

  1. Provide remote technical assistance to UNICEF teams of São Paulo, Rio de Janeiro, Salvador, Recife, Fortaleza and São Luis, under the guidance and supervision of ECD Officer based in Brasilia.
  2. Support the articulation and mobilization of territories to carry out meetings with partners to address doubts and major issues related to the implementation of the methodology;
  3. Supporting the development and the execution of the integrated work plan of UNICEF with the federal government, mainly with the Ministries of Racial Equality, Social Development, Human Rights and Health.
  4. Following up the evaluation of the 16 PIA’s workshops to be developed in 10 territories at national level, systematizing the number of participants and main feedbacks;
  5. Providing insights to the development of PIA’s online course to be developed in 2025.

The activities can be conducted remotely but require the consultant to be present in one presential event in Brasília in 14-15th August 2024.

 

DELIVERABLES

Payment will be made upon delivery of three products:

  1. Delivery of a report about the meetings with the stakeholders (UNICEF field offices, government and local partners) from Recife, Salvador and Fortaleza to understand the needs and issues of PIA’s implementation in municipality, including the organization of the in-person workshops (40%)
  2. Delivery of a report with an assessment about the event to be held with States representatives in mid-August. (30%)
  3. Delivery of a report about PIA’s implementation activities in the second semester of 2024 (30%).

 

Payments will be processed within 15 days of product approval by UNICEF staff.

 

DURATION OF CONTRACT: 7 months

 

TRAVEL PLAN

The values referring to displacements to Brasilia (one presential event), if needed, are included in this ToR. The Consultant will be responsible for researching and buying tickets, as well as booking accommodation. The values related to air tickets, transport, food and accommodation should also be estimated. A financial proposal must be submitted by applicants and include all the travel-related costs to Brasilia for 3 days in August/2024.

 

MINIMUM QUALIFICATIONS REQUIREMENT

  • Academic background in Social Assistance, Social Services, Social Sciences, Political Science and/or or related areas (bachelor’s, master’s or doctoral degree).
  • At least 3 years of professional experience in advocacy and awareness processes related to anti-racism, early childhood and/or ethnic-racial relations.
  • Solid knowledge about anti-racist practices in health, early childhood education and social assistance fields.
  • Excellent organizational skills.
  • Experience at government/public service level is considered an asset.
  • Experience in methodologies related to group facilitations and workshops is considered an asset.

FINANCIAL PROPOSAL

 

  • A financial proposal must be submitted by applicants and include all the travel-related costs to Brasilia for 3 days in August/2024.
  • Payment will be based on the presentation of agreed results. UNICEF reserves the right to withhold payment in the event that the results presented do not meet the required standard or in case of delays in the submission of results by the consultant.
  • The maximum number of points will be allotted to the lowest fee proposal and compared among those invited/applicants who obtains the threshold points in the evaluation of the technical component. The maximum points of the financial proposal will be 25 points.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

 

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

 

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

 

 RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF.  Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

  • Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
  • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
