The second phase of the “EU 4 Gender Equality: Together against gender-stereotypes and gender-based violence” project[1], funded by the European Union, started on 1 January 2024 and will continue until 30 June 2026. The project works in countries of Eastern Partnership (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine) and has a regional component. The overall objective of the programme’s phase II remains – to ensure equal rights and opportunities for women and men of the Eastern Partnership Countries in family and public life. The programme will aim to reduce gender discriminatory attitudes and practices between women and men in institutional and community spheres, including unpaid domestic and care work, by continuing and upscaling successful initiatives and interventions from the phase I, including but not limited to creating new and upscaling previously created Papa Schools/Fathers’ Schools/Dad Clubs, building capacity of facilitators and gender advocates, advocating for equal sharing of care work and domestic responsibilities by promoting family-friendly policies in the national legislation and among the non-state actors, etc. The prevention of gender-based violence is an integral component under the objective.

49 Fathers Schools/Dad Clubs were established in Armenia (3), Azerbaijan (9), Belarus (6), Georgia (6), Moldova (21) and Ukraine (4) as part of the programme’s first phase, reaching over 3,800 men. Four knowledge products were produced in partnership with Equimundo and further adapted and applied in countries. Those were the Manual on Papa School, Resource Package and Training Package on “Engaging Men during Pregnancy and Childbirth” and a Compendium on Fatherhood Programmes.

In 2022, a needs assessment was conducted to learn from the experience of implementation of the Fathers Schools and to identify future technical assistance and support needed by the organizations and facilitators implementing Fathers Schools across the region. 42 facilitators from six EaP countries took part in the survey. Informed by the needs assessment, a training proposal was developed to strengthen the facilitators’ knowledge and skills, enhance the impact of Fathers Schools processes, and maximize their contributions to women’s empowerment and gender equality in the diverse implementation settings.

Therefore, UNFPA is seeking to recruit an International Consultant to deliver Training of Trainers for Fathers’ Schools facilitators from six programme countries, based on the needs assessment and training proposal developed during the programme’s first phase.

Job Purpose:

The consultant will review the needs assessment and the training proposal, and will prepare and facilitate a Training of Trainers (ToT) for master facilitators from six EaP countries (approximately 20 participants, tbc). The ToT is planned as a hybrid event with at least 3 days in-person training to be conducted in June 2024 (tbc) in Turkey (location tbc). The exact date and location will be identified further.

The assignment will include, but not limited to, the following tasks:

Phase 1. Review and finalize TOT workshop methodology, content and materials:

  • Review the needs assessment and training proposal for Fathers Schools’ facilitators as well as other relevant documents (programme’s reports, evaluation, and Papa School Manual etc.), produced under programme’s phase I.
  • Review and finalize (based on the feedback from relevant country and regional colleagues) the programme of the ToT. Make necessary adjustments to reflect countries’ context.
  • Prepare the materials for ToT workshop, including presentations, handouts etc.

Phase 2. Facilitate and deliver the ToT workshop:

  • Fully prepare the content of the training, including inviting speakers/presenters for specific sessions, as needed.
  • Prepare training materials (including slides) to be further used by the programme, as needed.
  • In consultation with Data Consultant develop pre- and post- training questionnaire surveys.
  • Facilitate and deliver the training.

Phase 3. Training report:

  • Prepare a training report, including lessons learnt, recommendations and evaluation of the increase in knowledge as well as participants’ feedback.

All the materials are to be elaborated in English language and agreed with UNFPA EECARO.

Duration and working schedule:

Not to exceed 15 working days (including the workshop days) during the period from April 2024 through November2024.

Place where services are to be delivered:

  • Home-based, with a mission to Istanbul ToT venue.
  • Travel-related expenses will be covered separately in accordance with UNFPA travel policy.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultant is expected to deliver the following deliverables, which are to be produced and submitted to UNFPA EECARO in electronic format within the timeframe of this assignment:

Deliverable 1 – Detailed individual work plan and timeline for the assignment – 3 days

Deliverable 2 – Final ToT workshop methodology and materials. Facilitating the workshop – 9 days

Deliverable 3 – Workshop report – 3 days Total number of days under this consultancy – 15.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Regular meetings with the EU4GE Project Manager and UNFPA country and regional programme staff, participation in the meetings with different stakeholders, as needed.

Supervisory arrangements:

The expert works under the overall guidance and reports to the UNFPA Regional Office for Eastern Europe and Central Asia, EU4GE Project Manager.

Expected travel:

Travel to and from the country where the ToT workshop will be conducted will be covered separately.

Required expertise, qualifications and competencies, including language requirements:

Qualifications Education:

  • Advanced (Masters) degree in sociology, social or political sciences or relevant field to the requirements of the TOR. Experience:
  • At least 10 years of relevant experience, including at senior level, in conducting trainings and workshops on multiple themes specific to areas of gender transformative programming, positive masculinities, men care, unpaid care work, parental leave and men engage in prenatal care.
  • Experience in designing and implementing programs and developing training manuals on rigid gender/social norms, engaging men and boys for gender equality, positive masculinities, and fatherhood.
  • Experience of work with gender equality and women’s empowerment issues in Eastern Europe and Central Asia.
  • Previous professional experience with development agencies and/or the United Nations is an asset. Languages and other skills:
  • Proficient in written and oral English.
  • Computer literacy and ability to effectively use computers for concise communication and development of complex written documentation.
  • Excellent analytical, writing and presentation skills.
