Introduction :

UNDP Bhutan invites proposals from eligible and qualified Bhutanese firms for assessment of incentives & subsidies, their impacts on biodiversity and options for repurposing.

This assessment shall cover, but is not limited to the: 

4               Mapping of incentives that have impact on biodiversity:

      i. Conduct a literature review of relevant documents (national and international).

    ii. Identify and list incentives in the country that could have negative and positive impacts on biodiversity.

  iii. Conduct consultations with relevant sectors with prior consent from the Co-chairs via the NBSAP Secretariat.  

                  Screening and prioritization of incentives:

      i. Categorize incentives based on negative and positive impacts on biodiversity.

    ii. Rank incentives for in-depth assessment of their impacts on biodiversity, among others, taking into account social, environmental and economic aspects and the step-by-step guide to repurpose incentives harmful to biodiversity and improve their impacts on people and nature.

  iii. Validate the prioritized list of incentives with the TWG members.

                  Detailed review of prioritized list of incentives:

      i. Conduct a comprehensive review of policies, acts and regulations including institutional framework related to incentives.

    ii. Conduct a review of the financial costs and potential negative and positive impacts on biodiversity.

  iii. Identify areas most impacted by incentives and assess their impacts on biodiversity.

  iv. Draft a report covering, inter alia, validated findings, prioritized incentives and actionable recommendations to repurpose negative incentives and upscale positive incentives. 

                  Validation:

        i.            Present report to TWG members and relevant stakeholders for validation in consultation with NBSAP Secretariat.

      ii.             Incorporate recommendations from TWG members and national/regional stakeholder consultations in the report.
