OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to:
1. Undertake a comprehensive review of the existing water tariff structure in the country including an analysis of its efficiency, effectiveness, and affordability.
2. To develop water tariff guidelines for covering urban, peri-urban, and rural areas, and agricultural purposes.
3. Propose feasible water tariffs for different categories and levels based on the guidelines.
4. Design and suggest an approach and methodology for introducing water tariffs in the country including the ACREWAS project sites.
5. Assess and analyze the prospect of introducing a Public-Private Partnership (PPP)/ business case for domestic water supply utility services in Gasa and Lobeysa.
SCOPE
The scope of work includes, but is not limited to:
a. Conduct an in-depth review of the existing draft water tariff guidelines and current practice of imposing tariff structures in some of the urban centers.
b. Assess the feasibility and community willingness to pay water tariffs at the ACREWAS project sites.
c. Design the best available options along with the approach and methodology for implementation of water tariff guidelines including the ACREWAS project sites.
d. Develop and introduce holistic water tariff guidelines for urban, peri-urban, rural areas, and agricultural purposes.
e. Design approach and methodology to include the cost of ecological services the water catchment provides.
f. Analysis of the potential benefits and challenges of introducing a PPP model for domestic water supply utility services in Gasa and Lobeysa
g. Conduct revenue projections from the tariff and the gaps and recommend innovative financing solutions for sustainable water supply management potential strategies and mechanisms for innovative financing methods in domestic water utilities.
