Role Overview:

The Continuum of Care (CoC) Regional Engagement Analyst contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by working closely with the Indiana Balance of State CoC Board, Regional Planning Councils, and Coordinated Entry Leads to provide technical assistance and training around their regional leadership roles, as defined by their MOUs with IHCDA. This position will contribute to IHCDA and its partners aim to reduce the number of people experiencing homelessness by connecting them to permanent housing and by ensuring that homelessness, when experienced, is rare, brief, and non-recurring.

Salary Statement:

The salary for this position traditionally starts at $47,320 but may be commensurate with education or work experience.

A Day in the Life:

Coordinated Entry and Regional Planning Strategy

  • Develop and maintain a thorough understanding of HUD regulations regarding the roles and responsibilities of the Continuum of Care and Coordinated Entry Lead.
  • Stay abreast of upcoming changes in national policy, and plan to meet any arising challenges or opportunities.
  • Track and apply national and state trends, promising practices, and legislation.

Provide Technical Assistance for Regional Planning Councils (RPC), Coordinated Entry (CE)

  • Encourage and support local leaders to implement practices that work in their region.
  • Host regular training for RPCs and CE leads about their roles and responsibilities.
  • Provide technical assistance to RPC Chairs and CE leads as needed.
  • Identify and lift up stories of success from RPCs and CE leads.
  • Identify opportunities for improvement in the BOS’s RPC and CE processes and implement them in coordination with the Homeless Services Team and BOS CoC Board.
  • Track and communicate regional trends in CE prioritization utilizing HMIS data.

Ensure RPCs and CE Leads have the information needed to comply with BOS expectations

  • Coordinate the MOU process, including document updates, signatures, and document filing for all RPCs and CE Leads.
  • Work with the IHCDA team to track and address any instances of noncompliance with their MOUs amongst RPCs and CE Leads
  • Draft updates to CE and Regional CoC policies, forms, and manuals.
  • Work with RPCs on winter contingency plans and other required policies.
  • Coordinate CoC Network processes for providing input on applicable policies, procedures, forms, and manuals.
  • Work with the compliance team to troubleshoot monitoring issues and provide training and support to CE grant sub-recipients.

Maintain relationships and communications with Regional Leaders

  • Actively build and maintain positive working relationships with current, past and potential CoC Board members, regional leads, Coordinated Entry Leads, and PIT Count coordinators.
  • Maintain up-to-date contact lists for all CE leads and Regional Chairs.
  • Contribute to the BOS CoC Board e-newsletter to update the network on progress towards strategic goals and other board business.
  • Contribute to the IHCDA staff e-newsletter to provide program and training reminders and raise awareness of state and national opportunities.
  • Work with internal and external partners to support the annual Point in Time Count.
  • Assist in providing timely responses to messages in the Homelessness@IHCDA email inbox
  • Anticipate conflicts and facilitate resolution amongst regional stakeholders, elevating issues as appropriate

Federal Award Oversight

  • In partnership with the Grants Manager, oversee the BOS CoC CE and DV-CE federal awards from HUD, including all required planning, writing, and reporting.
  • Participate in the development of the Continuum of Care NOFA and other grant applications.

General

  • Present about the BOS CoC and CE to partners across the state, as requested.
  • Develop stories for IHCDA magazine and other communications pathways.
  • Provide meeting facilitation and high-quality note-taking services for board and committee meetings as requested.
  • Create and update SOPs for your job duties.
  • Attend and participate in departmental meetings.
  • Seek out professional development to stay current in the field.
  • Respond to requests for information from IHCDA Leadership, State Leadership, and Federal Partners.
  • Perform related duties as assigned.

What You’ll Need for Success:

  • Bachelor’s degree required.
  • Experience working with/in nonprofit organizations preferred.
  • Experience working with vulnerable populations preferred.
  • Must have a valid Indiana driver’s license and maintain one throughout the tenure of employment.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
