Job Description

We are seeking a dynamic and proactive Contracting & Procurement (C&P) Officer to join our Global Contracting & Procurement (C&P) Team within the Global Risk and Compliance (R&C) function. This role is essential in driving the efficiency, compliance, and high standards of our procurement processes, supporting both our NL office and global teams.

  • Expected Start Date: As soon as possible

Your role
As the C&P Officer you will have a broad scope of responsibilities with the opportunity to innovate and apply creative solutions, ensuring all procurement activities—whether for goods, services, or consultancy—are executed with precision and alignment with SNV’s strategic objectives. From developing and implementing the procurement plan and overseeing the Procurement to Pay (P2P) cycle in the Netherlands office, to supporting contract negotiations and ensuring best practices are followed. This position not only involves handling day-to-day procurement processes but also contributes to refining workflows and practices, addressing risks, and driving improvements to enhance overall procurement effectiveness. Your work will ensure that SNV’s procurement activities are streamlined, compliant, and aligned with the organization’s strategic goals.

Key Responsibilities:

  • Quality & Timely Procurement Planning: Actively participate in the sourcing process to ensure accurate supply and a full understanding of contract terms. Support the development and maintenance of procurement plans for Global Teams to ensure timely and effective procurement.
  • Comprehensive Contracting & Procurement Support: Provide advice and direct support in implementing C&P policies and procedures throughout the Procurement to Pay (P2P) cycle. Ensure compliance by managing the ERP system (SBD) and maintaining accurate records. Monitor procurement requirements, optimize processes, and identify risks and areas for improvement, sharing insights with relevant stakeholders.
  • Legal Team Engagement: Ensure that the legal team is engaged when necessary, and that procurement activities adhere to legal and regulatory requirements, minimizing risks and ensuring compliance throughout the procurement process
  • Excellent Project Execution: Ensure that C&P processes are compliant throughout the acquisition lifecycle. Monitor, manage, and escalate C&P-related risks, implementing approved risk mitigation measures as needed.
  • Continuous Learning & Improvement: Identify risks and areas for improvement, providing proactive solutions to Global Teams. Lead and participate in learning initiatives, including capability building and the procurement community of practice, particularly for NL.
  • User-Friendly Policy Application: Maintain and update SNV’s Contracting and Procurement Policy area, including templates, guidance, and tools, ensuring compliance with legal, donor, and SNV requirements under the leadership of the Global C&P Lead. Keep contracting and procurement databases and systems accurate and up-to-date. .
  • Training Development & Delivery: Develop and deliver training materials for global teams under the supervision of the C&P lead.

Qualifications

  • Undergraduate degree in administration, public procurement, law, international relations, or a related field, or equivalent experience.
  • 4-5 years of demonstrable experience in contracting and procurement processes, with a strong emphasis for indirect procurement or professional services such as HR, marketing, audit, IT, and technology services.
  • Deep knowledge and practical experience in structuring, improving, and maintaining the Procurement to Pay (P2P) process (2-3 years) in similar organizations.
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and SharePoint. Experience with e-procurement platforms and database management, including ERP systems.
  • Proven ability to identify value levers, analyse cost structures, and demonstrate expertise in legal requirements related to contracts (e.g., commercial clauses, data management, IP rights, payment milestones negotiation, risk assessment).
  • Strong ability to engage and collaborate with a diverse range of internal stakeholders, including global heads, directors, technical leads, and advisors, in defining and executing procurement strategies.
  • Experience applying procurement policies and processes, preferably in a public or international non-governmental organization (INGO) setting. Basic understanding of donor compliance requirements.
  • Demonstrated commitment to high-quality standards, accuracy, and attention to detail in all procurement activities and documentation.
  • Effective in presenting key points clearly and concisely, demonstrating openness in sharing information, and engaging in two-way communication to clarify and address issues.
  • Strong analytical abilities to identify patterns and relationships within information, and the capability to plan and organize tasks methodically and effectively.
