Result of Service
The result of services is to support the Cool Coalition Secretariat in the overall implementation of the Cool Coalition Workplan and Strategy 2023-24 and contribute to the achievement of its goals and targets towards COP28 and beyond. This will be through a) engaging the partnership on delivery of technical outputs and on commitments, b) preparing outreach and training material on technical content, c) facilitating knowledge exchange on sustainable cooling through design and delivery of events and knowledge products, d) supporting the development of funding proposals

Duties and Responsibilities
UNEP is accelerating the global transition to energy-efficient and climate-friendly cooling. Getting the right solutions in place for cooling is essential for improving the quality of life and health of people without undue impacts on the planet. The UNEP-led Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy and joint action towards a rapid global transition to efficient and climate-friendly cooling. The Secretariat of the Cool Coalition is hosted at UNEP. A consultant is needed to support the UNEP Cool Coalition on activities related to national cooling policy and planning development with a special focus on the MENA region. The tasks include to support and oversee the development of tools, methodologies, reports, and associated trainings; expert working groups; provide technical support to policymakers in the development of National Cooling Action Plans (NCAP’s); and engage with partners to jointly deliver the Implementation of the Global Cooling Pledge. The consultant will also ensure that UNEP’s activities are well-aligned with other internal UNEP programmes and Coalition partners. Relevant UNEP work on cooling in the region includes supporting the government of Egypt and Tunisia in development of National Cooling Action Plans, capacity building of countries on Cool Coalition NCAP methodology through regional adoption, trainings, and South-South cooperation. This project is undertaken in partnership with RCREEE, CCAC, and Cool-up. The position is based in Paris, as part of the Cool Coalition Secretariat in the Cities and Buildings Unit, Climate Mitigation Branch of UNEP. It will require significant liaison with UNEP Africa office and global partners.
Qualifications/special skills
Academic Advanced University degree (Masters or equivalent) in Engineering, Energy Policy, Management/Business, Economics, Environmental Sciences, Physics, or a similar discipline is preferable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years in a relevant field of work, preferably with a focus on energy policy & management, climate change mitigation, environment, in particular energy efficiency, cooling, building design etc. Practical experience is essential in multi-stakeholder project development, partnership building, management of sub-contractors and consultants, and administration, preferably within the sustainable energy and low carbon technologies context. Experience in working with governments in MENA region, developmental agencies and international organisations is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English & Arabic is required. Knowledge of another UN language would be an advantage, particularly French.
