UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. Leveraging its normative, operational and coordination mandate, UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya refugee women and girls in the camps and the Bangladeshi host community in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya and host community women while assisting them to live with dignity, regain resilience and overcome restrictive gender norms. The programme promotes women’s participation and leadership in the camps and host community, peace and social cohesion building activities, and gender-responsive policing.  
In the frame of the refugee response, UN Women Sub-Office in Cox’s Bazar provides technical expertise and advice on gender in humanitarian action (GiHA) to ensure strong partnerships and collaboration among humanitarian actors toward a comprehensive, multi-sectoral response to the needs and priorities of women and girls. Against this backdrop, UN Women is recruiting a Gender in Humanitarian Action (GiHA) Coordination Analyst to provide regular coordination support and technical guidance to the Gender in Humanitarian Action Working Group (GiHA WG) in Cox’s Bazar. 
The GiHA Coordination Analyst will work under the overall technical guidance and strategic direction of the UN Women Head of Sub-Office in Cox’s Bazar and will be operational and report to the Inter-Sector Coordination Group (ISCG).  S/he/they will work in close collaboration with the sector and sub-sector coordinators under the ISCG and will maintain close relations with UN sister agencies, women’s rights- and women-led organizations and government officials to support an effective, timely and strategic collective response to current gender equality priorities across the humanitarian response in Cox’s Bazar. The incumbent will also work closely with the UN Women country office and regional office GiHA unit to support in the application of best practices and alignment with national, regional and global commitments and guidance
Duties and Responsibilities:
Provide coordination and technical support to the GiHA WG:
  • Support the development, implementation and monitoring of the GiHA WG workplan, in alignment with gender assessments findings and current response priorities;
  • Coordinate GiHA WG meetings, ensuring timely preparations and minute keeping;
  • Coordinate and support the organization of GiHA WG advocacy activities and campaigns events;
  • Coordinate joint GiHA WG field monitoring activities in the camps and host community to measure sectors’ progress on gender mainstreaming, preparing mission reports on the findings and recommendations;
  • Provide technical support to the Head of Sub-Office on GiHA coordination by providing inputs to reports and briefs.
Support knowledge and information production and management:
  • Work with the GiHA WG to ensure sex- age- and disability disaggregated data is available to inform decision making of the ISCG and other stakeholders;
  • Lead and coordinate the development of GiHA WG knowledge products, including periodic gender assessments that highlight key gender issues to be addressed by different sectors;
  • Facilitate information sharing among GiHA WG members and ensure that information from other sectors and cross-cutting groups is made available to GiHA WG members to improve planning, integration and implementation of its workplan;
  • Ensure clear and effective communication occurs between the GiHA WG in Cox’s Bazar and camp-level coordination mechanisms.
Coordinate and lead GiHA WG capacity development activities to advance gender mainstreaming in the response:
  • Provide technical support to the GIHA WG members and the sector coordinators on standards, policies and guidance related to GiHA, and support further adaptation of global standards and technical resources to the specific needs of the refugee crisis in Cox’s Bazar;
  • Identify capacity development needs of the different sectors vis-à-vis gender mainstreaming guidance and tools, such as the Gender and Age Marker (GAM) and assess the technical capacities of the GiHA WG members to support gender mainstreaming across the different sectors. Use the results to develop a capacity development plan for the GIHA WG;
  • Lead GiHA WG capacity development activities, facilitating training and learning sessions as needed.
Provide technical inputs and advice to sector working groups (SWG) and the ISCG:
  • Provide gender inputs to the Joint Response Plan and related processes, ensuring gender data and analyses inform related planning and programming;
  • Contribute substantive gender specific inputs to Inter-Sector Coordination Group meetings, participating in related meetings on behalf of the GiHA WG;
  • Support sector coordinators to identify opportunities for collaboration, complementarities, and strategic partnerships for coordinated programming on gender equality priorities;
  • Regularly review SWG documents to ensure gender content and the utilization of sex-, age- and disability disaggregated data;
  • Ensure that gender specific issues are explicitly included and prioritized in multi-sector assessments and reports, including Inter-Sector Coordination Group (ISCG) situational reports.
Provide technical support to strategic partnerships building and resource mobilization:
  • Support localization and participation through facilitating engagement and contributions from local WLOs and WROs to humanitarian analyses and decision-making;
  • Track and monitor humanitarian funding made available for gender equality and empowerment of women and girls’ programming and to local women’s organizations, including in the context of the JRP appeals, and ensure that GiHA WG members are aware of fundraising opportunities;
  • Provide technical inputs to ISCG financial analyses of the Rohingya refugee response to ensure gender considerations are addressed in the context of prioritization of funding.
Provide technical support to the management of people and finances related to GiHA WG activities:
  • Monitor budget implementation and GiHA coordination activity expenditures, maintaining an updated budget utilization plan and performing budget revisions when required;
  • Oversee the recruitment and work of short-term deployments to GiHA WG activities as needed;
  • Provide inputs to UN Women sub-office planning and reporting on the results of the GiHA WG at the activity and output levels;
  • Undertake any other duties as requested.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization:
Required Skills and Experience:
Education and certification:
  • Master’s degree or equivalent in public administration, law, social sciences, human rights, gender/women’s studies, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Additional training and certification in gender and humanitarian action is an asset.
Experience:
  • Minimum 2 years of directly relevant professional experience at the national or sub-national level in Bangladesh in the field of gender-responsive humanitarian action;
  • Experience in utilizing the following tools: IASC Gender Handbook; IASC Gender Equality Framework; Gender and Age Marker is required;
  • Direct experience of coordinating and liaising with government officials and in facilitating engagement of women’s rights organizations and networks in crisis responses is required;
  • Field experience in complex emergencies, including humanitarian emergency response is desirable;
  • Experience working with the Rohingya humanitarian crisis is desirable.
Language Requirements:
  • Fluency in English, and Bengali is required;
  • Knowledge of Chittagonian and/or Rohingya is desirable;
