The position is located within the United Nations Assistance Mission in Afghanistan (UNAMA). Reporting to the Office of the DSRSG (Development) (RC/HC). the incumbent perform coordination role involving relevant government institutions, UN Agencies, International Organizations and Diplomatic Missions on matters of interest to the Mission as well as administrative, logistical and operational responsibilities.

Responsibilities

Within delegated authority, the Coordination Officer will be responsible for the following duties: Partnerships, Planning and Programming:

  • Develop and maintain productive partnerships with all nexus stakeholders, including mission components, UNCT and HCT members, bilateral and multilateral donors, regional organizations, international financial institutions, the private sector, civil society, relevant authorities and other stakeholders.
  • Support the preparation and implementation of UN common planning and programming processes, including the Humanitarian-Development-Peace Nexus, the UN Strategic Framework for Afghanistan (UNSFA), the Common Country Assessment (CCA), as well as issue specific strategies and plans.
  • Provide substantive and practical support, , to relevant committees, task forces, clusters, inter-agency coordination groups, steering committees and working groups.
  • Monitor and evaluate actions implemented through the Nexus frameworks, prepare position papers, and record policy related decisions.
  • Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary including note taking, speech preparation, briefing notes and ensuring that all logistics are in place.
  • Ensure follow-up actions for and on behalf of the DSRSG/HC/RC are systematically recorded and tasked accordingly and a full feedback cycle exists.
  • Serve as a focal point between the Mission and/or UNCT at subnational level, and support incoming Donor, Political and Technical Missions. Analysis, Advice and Reporting:
  • Identify issues and develop strategies for a common UN approach through policy, advocacy and/or programming efforts.
  • Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission, UNCT and other partners.
  • In conjunction with partners, identify and pursue opportunities for specific peacebuilding activities, and where appropriate, provide secretariat support for the management of trust funds.
  • Prepare summaries and analytical documents, including situation reports, background notes, talking points, options papers, code cables and input for reports of the Secretary-General, in coordination with relevant Mission components,the UNCT and humanitarian partners.
  • Consolidate periodic reports of Mission and where necessary, UN common planning and programming processes and budgets and identify constraints to implementation of UN wide strategies.
  • Where appropriate, serve as the focal point for coordinating and reporting on Mission or UN system wide administrative inquiries and processes.

Information Management and Communication:

  • Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific planning and UNCT programmes as well as system wide policies, guidance and best practices.
  • Facilitate the flow of information between stakeholders, including between the UN presences and mission Headquarters.
  • Promote coherence in communication strategies among UN agencies and the Mission. As required, may perform any other task associated with the function.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in social sciences, politics, development, law, economics, international relations, management, business or public administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in humanitarian coordination, development assistance, conflict resolution or related area is required. Experience in political analysis and advice with demonstrated excellent drafting skills is required. Experience providing substantive and operational support for complex inter-agency processes is required. A minimum of two years’ experience in external relations working with donors, civil society and government counterparts is required. Experience working in or on Afghanistan and the region is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable.
