This position is located in the Policy and Best Practices Service, Division of Policy, Evaluation and Training, in the Department of Peace Operations. The Coordination Officer reports to the Chief of the Service, through the Deputy Chief. The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. The Policy and Best Practices Service (PBPS) is part of the Policy Evaluation and Training Division (DPET) of the Department of Peace Operations. It provides support to both DPO and DOS. The core function of PBPS is to help improve the efficiency and effectiveness of peacekeeping operations through the exchange of good practices between missions, the development of guidance material that reflects lessons learned, and thematic policy support in selected areas. PBPS also leads several reform process.

Responsibilities

Within delegated authority, the Programme Management Officer (Coordination), will be responsible for the following duties: • Develops, implements and maintains the knowledge management and guidance systems in DPO; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

  • Performs consulting assignments related to DPO and the Department of Operational Support knowledge management and guidance, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing action plans the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, related to UN transitions and/or integration, in coordination with UN System entities.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, presentations for Member States’ bodies, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Provides substantive guidance and support to members of the Knowledge Management and Guidance team and works closely with the Team Leader in support of overall planning and direction of the Team’s work.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in international relations, social sciences, business administration, management, economics or a related field. A first level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, coordination, knowledge management, UN transitions and/or UN system integration, policy development or related area is required. Experience in knowledge management, guidance development and drafting analytical reports and policy briefings is required At least one year of experience directly supporting United Nations peacekeeping operations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in both oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nation language is an advantage.
