This position is located in Jerusalem, in the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO). The incumbent reports to the Chief of the Coordination Unit.

Responsibilities

The Coordination Officer supports the work of UNSCO’s Coordination Unit, which is also the UN Resident Coordinator’s Office (RCO). The officer supports efforts to promote coherent cross-pillar (humanitarian/development/peace) approaches to post-conflict recovery and development activities by the international community, in particular the members of the United Nations Country Team (UNCT) and the substantive sections of the mission (UNSCO) seeking to ensure synergies that are aligned with the Palestinian Authority’s national plans and priorities. Within delegated authority, and under the direct supervision of the Chief of the Unit, the Coordination Officer will carry out the following duties:

  • Supports and engages in the development and monitoring of the UN’s Peace and Development Agenda, UN Sustainable Development Cooperation Framework (UNSDCF) and Conflict Recovery Framework (CRF); identifies key issues including challenges that require immediate support and advice, takes corrective action as needed and revises the output of subordinate professional staff.
  • Maintains relations and advises UN agencies and directly supports the work of the UNSDCF outcome groups and Integrated Working Groups, in particular as regards to strategies for advocacy and engagement with national stakeholders;
  • Monitors trends and developments pertaining to access and movement, including humanitarian access and access for recovery and reconstruction; serves as primary focal point for the Gaza Reconstruction Mechanism (GRM) and the Access Support Unit (ASU) and liaises with all relevant actors engaged in access negotiations and facilitation (e.g. ASU, OCHA, O/SHRC).
  • Liaises with UN agencies, relevant departments of the Government, international donor community and civil society; facilitates coordination meetings and relevant forums that would enhance coordination and resources mobilization and utilizations, advocates and promotes the work of the mission.
  • Monitors, analyses and reports on trends on human and socio-economic rights situation, external aid and public financial management, and in the UN’s evolving programmatic strategies.
  • Drafts routine and ad hoc situation reports/briefings.
  • Performs any other assigned duties

Education

  • Advanced University degree (Master’s degree or equivalent) preferably in business administration, management, economics or related field. A first–level University degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in coordinating development activities in national governments and/or at the international level, is required. Previous experience in coordinating development or humanitarian activities, or both, in complex, crisis or post-conflict countries in a field operation of the United Nations Common System or a comparable international or non-governmental organization is required. Previous experience in post-conflict recovery planning and/or programme implementation is desirable. Previous experience with access negotiations and facilitation is desirable. Previous work experience in the Occupied Palestinian Territory is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (spoken and written) is required. Knowledge of Arabic or Hebrew is desirable.
