Org. Setting and Reporting
This position is located within the Office of Chief of Staff of the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of Staff.
Responsibilities
Within delegated authority, and under the direct supervision of the Chief of Staff, the Coordination Officer will carry out the following duties:

Partnerships, Planning and Programming:
• Develop and maintain productive partnerships with mission components, UNCT members, national authorities, bilateral and multilateral donors, regional organisations, international financial institutions, the private sector, civil society and other stakeholders;
• Develop stronger working relationships and pursue new areas of coordination and collaboration with the government, civil society and donor community;
• Interacts closely with other sections of the mission in the production of briefings, background notes, talking points, code cables, media statements and speeches related to the work of the Office;
• Coordinates and prepares agendas alerting the mission leadership to pending issues; prepares records and conclusions and ensures appropriate follow up.
• Provide substantive and practical support, such as serving as the secretariat, to relevant committees, task forces, clusters, inter-agency coordination groups, steering committees and working groups;
• Monitor and evaluate actions implemented through these frameworks, prepare position papers, and record policy related decisions;
• Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary.

Analysis, Advice and Reporting:
• Identify issues and develop strategies for a common UN approach through policy, advocacy and/or programming efforts;
• Support the development of strategies, policies and other measures designed to achieve common objectives 40% between the Mission, UNCT and other partners;
• In conjunction with partners, identify and pursue opportunities for specific peace building activities, and where appropriate, provide secretariat support for the management of trust funds;
• Supports the design and implementation of a resource mobilization strategy in line with national and UNCT priorities.
• Provides strategic advice on additional resources required to implement programs and projects; analyzes traditional and non-traditional donor priorities and identifies funding opportunities;.
• Prepare summary and analytical documents, including situation reports, background notes, options papers, code cables and input for reports of the Secretary-General, in coordination with relevant Mission components and the UNCT;
• Consolidate periodic reports of Mission and UN common planning and programming processes and budgets and identify constraints to implementation of UN wide strategies;
• Where appropriate, serve as the focal point for coordinating and reporting on Mission or UN-system wide administrative inquiries and processes.

Information Management and Communication:
• Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific and system wide policies, guidance and best practice;
• Facilitate the flow of information between stakeholders, including between the Mission/ UNCT and Headquarters.
• Draft communication products such as key messages or mission broadcasts;
• Promotes and facilitates the flow of information between stakeholders.
• Promotes coherence in communication strategies among mission components and with external partners;
• Oversees the implementation of knowledge management approaches, such as after-action reviews.
• Serve as Officer-in-Charge if and when required.

Education
Advanced university degree (Master’s or equivalent) in law, business or public administration, international relations, logistics, human resources management, finance, accounting or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in programme management, humanitarian affairs, civil affairs, international development, a political affairs, human rights or a related field is required.

Experience liaising with donors and participating in inter-agency coordination mechanisms at the international level is required.

At least two years of experience working in or in support of a field operation of the United Nations Common System or a comparable international organization, or similar multi- lateral or non-governmental organization is required.

Hands-on experience with UN coordination and planning processes such as the Mission Concept, the Integrated Strategic Framework, Common Country Analysis (CCA), United Nations Sustainable Development Cooperation Framework (UNSDCF), or previously UNDAF, is desirable.

Two years of experience working in the office of a Chief of Staff or other senior official of the United Nations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required, knowledge of Arabic is desirable.
