Red Cross – Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:
Job title : Coordinator, Migration & Displacement and Humanitarian Diplomacy.
Job Nature : Contractual.
Position : 01 (One).
Duration of contract : Initially for 01 year (with the possibility of extension).
Salary Range : Competitive Salary Package will be offered.
Reporting to : Director, Restoring Family Link Department.
Age limit : 45 years (age limit will be relaxed in case of the potential candidate).
Duty station : Dhaka.
Job Summary:
The primary objective of this position is to support institutionalization and mainstreaming of Migration and Displacement across country-wide programs and services of BDRCS in line with its strategic plan. The position holder will be accountable for implementation of Migration and Displacement plan of action of BDRCS in the context of both emergency response and long-term programming. The position holder will also ensure coherence and adherence to the IFRC Asia Pacific Migration and Displacement Framework for Action and the IFRC Global Migration Strategy plus relevant policies and guidelines on Migration and Displacement.
The position will require close coordination and collaboration with other Departments, especially DR, P&D, IR, DCRM, Y&V and so on. Also, s/he will have technical supervision/ guidance by International Federation of Red Cross and Red Crescent Societies (IFRC) and British Red Cross (BRC) focal points of Migration and Displacement.
Roles and Responsibility
Coordination and management of M&D projects and interventions
- Take lead on development and implementation of Migration and Displacement plan of action of BDRCS.
- Liaise with relevant departments and work closely with relevant directors for effective, timely and quality implementation of the M&D activities.
- Provide strategic and advisory support to BDRCS senior Management and Governance about M&D
- Take leading role in developing SoP and relevant guidelines for Migration and Displacement. Be the focal point for creating, coordinating, and convening BDRCS Migration and Displacement working group/ community of practice.
- Be responsible for overall management including financial management of projects related to Migration and Displacements including development of budget, monitoring of spending, risk management and so on.
- Develop concept notes, proposals, position papers, strategy, and support conceptual forward planning on M&D as required.
Capacity building
- Take initiatives to strengthen capacity of BDRCS departments, programs, projects and branch-level staff and volunteers on the approaches to migration and displacement.
- Strengthening BDRCS’s initiatives to assist and protect rights of migrants and displaced people including migrants in detention.
- Organize and facilitate training, orientation, mentoring sessions about M&D for staff and volunteers.
Movement Coordination, representation and partnerships
- Promote Movement coordination and cooperation on Migration and Displacement among the Movement Partners in the country, in the region and beyond including ICRC, IFRC and Partner National Societies.
- Organize dialogue and cooperation between BDRCS and other sister National Societies and aligned with the IFRC ‘route-based’ approach to migration and displacement.
- Coordinate with regional Community of Practice on Migration and Displacement within the RCRC Movement and also coordinate with relevant Government Ministries and departments, UN Agencies, National and International NGOs about M&D.
- Represent BDRCS in external forums and platforms related to migration and displacement.
- Coordinate advocacy initiatives about Migration and Displacement
Monitoring, reporting, learning and knowledge management.
- Conduct regular monitoring visits and provide technical inputs for quality implementation of M&D PoA
- Periodically review the progress of M&D Plan of Action and adjust based on review findings.
- Be responsible for preparing progress reports and regular status update of the implementation of the Plan of Action of BDRCS
- Organize periodic learning reflection meetings, after action review etc. to capture good practices, challenges and key lessons learned.
- Ensure the positioning and visibility of BDRCS Migration and Displacement achievements through contributing to case and human-interest stories, web stories, newsletters, and other migration- and displacement-related publications and reports.
- Archive all knowledge products of BDRCS related to M&D
Requirements
Education
- Master’s degree in Migration studies, development studies, Sociology, Anthropology, or any other relevant subjects
Experience
- At least 5 years
- The applicants should have experience in the following business area(s):
Govt./ Semi Govt./ Autonomous body, Development Agency
Additional Requirements
- Migration-related project development and management skills will be preferred.
- 5 years’ working experience in non-profit (national / International) organizations.
- Excellent collaboration, coordination, and interpersonal skills
- Excellent verbal and written communication skills in both Bangla and English
