Coordinator Non-Communicable Diseases

WHO China Country Office is structured to deliver the Country Cooperation Strategy. Non-communicable diseases make up the major disease burden in China and tackling non-communicable diseases (along with an ageing population) is one of the four priorities in the CCS. NCDs are also a major part of the Government’s Healthy China 2030 vision. WHO’s work on NCDs is guided by the Global NCD Compact 2020-2030 and the Regional Action Framework for Noncommunicable Disease Prevention and Control in the Western Pacific Region. NCD challenges in China include addressing the risk factors and thereby preventing NCDs, and also delivering stronger health care delivery to prevent, manage and control NCDs, in particular through stronger primary health care. This includes PHC-based screening, registration, risk assessment and periodical follow-up (for high-risk groups). WHO is operating in a rapidly changing environment in China. China’s own resources (financial and human) for health are considerable. WHO’s role is evolving to a more specialised and strategic focus on supporting policy development on problematic or priority health issues (for example interface between disease control of public health relevance and the health systems reform), on convening partners and stakeholders to advance public health issues, and for advocacy and strategic communication on public health issues.

Duties:

The post holder will perform the following duties: 

  • Provide strategic, policy and technical advice to Chinese authorities, counterparts and stakeholders on the prevention, management and control of non-communicable diseases in line with the China Country Cooperation Strategy and Health China 2030;
  • Lead the development and implementation of workplans to address non-communicable diseases in China in accordance with the China Country Cooperation Strategy, Healthy China 2030 and WHO’s Global Programme of Work.
  • Lead the non-communicable disease team in implementing the workplan on addressing NCD risk factors and better integrating NCD prevention, management and control in stronger health systems, in particular through primary health care.
  • Work with the Health Systems Team Coordinator to develop and implement workplans on NCD prevention, management and control in health systems, with a particular focus on primary health care and appropriate health care financing.
  • Lead and promote multisectoral collaboration for a healthier population including social determinants of health.
  • Lead and ensure effective implementation, programme and financial management of WHO China Country Office non communicable disease funds to achieve a 100% implementation rate by end of the biennium.
  • As a member of the WCO leadership group, support the WR in the development and execution of WHO’s strategy and high-level objectives for its work in China, including through working closely with other Team Coordinators to manage and monitor the progress of the WCO’s overall work program, promote cross-team work and collaboration, and leverage the technical capacity of the technical teams.
  • Represent WHO externally, in particular with government, and other partners as required.
  • Work with the communications team to develop and execute communications strategies/activities in pursuit of WCO’s strategic priorities (including speeches, media releases and communications material, social media output etc.).
  • Provide policy advice to the WHO Representative through review and analysis of documents, strategies and business needs related to NCD.
  • Deputize for the WHO Representative when required.

Required Qualifications:

Education:

Essential:

  • Master’s degree in public health, or medicine, or noncommunicable disease.
  • WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World  Higher Education Database (WHED), a list updated by the International Association of Universities (IAU)/United  Nations Educational, Scientific and Cultural Organization (UNESCO). Experience:

Essential:

  • At least 10 years of relevant experience in managing public health programmes, preferably handling noncommunicable diseases, with at least five years at senior level. Demonstrated relevant experience in strategic planning or advisory capacity. Demonstrated international experience is mandatory.

Skills:

  • High level of expertise and knowledge of strategies and public health programmes to prevent, manage and control non communicable disease.
  • Ability to manage and negotiate effective relationships with the National Health Commission NHC) and other government counterparts and international and bilateral development partners.
  • Expertise in developing strategies on public health objectives.
  • Expertise in managing a team – including prioritization, resource allocation, work planning, implementation and monitoring progress (implementation and financial).
  • Expertise in managing a team – including recruiting staff, allocating responsibilities, motivating, coaching and supporting the professional development of staff.
  • Good knowledge of policy making processes at international and national levels.

Language Skills:

Essential:

  • Expert knowledge of written and spoken English.
