Description

Country Capability Development Engineer in the Capability and Country Support Division, Industrial Policy and Auditing Department, Directorate of Commercialisation, Industry and Competitiveness.

Duties

Your tasks and responsibilities will include:

  • acting as the focal point for two to three New Member States (NMS), Associate Members (AM) and European Cooperating States (ECS) for the preparation, initiation and implementation of actions relevant to each Member State’s status and associated measures;
  • analysis of the relevant NMS/ECS/AM capabilities and competences and their mapping to ESA priorities in order to guide the content of the relevant industrial measures and provide advice to ESA programmes and to the national entities and delegates;
  • supporting awareness-raising in respect of NMS/AM participation in ESA programmes and promoting opportunities to work with the entities in the relevant countries;
  • supporting the relevant Requesting Party Activities (RPA) and Industrial Incentive Scheme (IIS) boards, acting as the primary interface with the relevant national delegations and as a liaison to support delegations in their interaction with ESA programmes;
  • maintaining awareness of the Agency’s product policy and programme development plans in terms of their relevance to NMS/ECS/AM capabilities;
  • leading and coordinating the evaluation, selection, initiation, management and monitoring of IIS/RPA/PECS activities and their relationship with the Agency’s processes and ensuring coordination with the ESA programmes;
  • supporting coordination between different IIS, PECS and AM countries and encouraging cooperation between them;
  • defining and supporting ESA training initiatives in NMS/ECS/AM countries;
  • monitoring of the progress of all running activities funded under IIS/RPA or PECS schemes, including technical correctness in coordination with ESA technical support and completion of obligations, such as deliverables and schedule, as well as assessment of completion of payment conditions.

The work involves addressing multiple application and technology areas and numerous interfaces with staff across all ESA directorates and with NMS/ECS/AM entities.

Education

A master’s degree in a relevant domain is required for this post.

Additional requirements

Knowledge of space programmes, including those of ESA
Experience with ESA’s internal processes
Knowledge and experience in at least one of the following technical areas:

  • Flight hardware/software;
  • Ground systems;
  • Product/quality assurance;
  • Downstream application development.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

In accordance with the European Space Agency’s security procedures and as part of the selection process, successful candidates will be required to undergo basic screening before appointment conducted by an external background screening service. 

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
