Job Description:
- Formulate, implement and monitor internal business plans, budgets and forecasts;
- Conduct financial analyses, draft financial reports and forecast expenditures for all ongoing grants;
- Identify and report on financial trends and work collaboratively with the department heads and budget line managers to produce options/scenarios/corrective action plans to mitigate any risks to MAG Iraq’s financial stability;
- Lead regular BvA (Budget) meetings and alert senior management to potential over- or under- spends against grant budgets in a timely manner and suggest reallocations and realignments
- Produce high quality cost models for new grant proposals, utilizing MAGs standard budget development tools, and ensure cost inputs align with project outputs;
- In collaboration with Operation, Programme and other departments, prepare donor format budgets and budget narratives for proposals that include solid justifications for planned expenditures;
- Ensure that direct and indirect costs are allocated appropriately to projects accordance with the MAG cost allocation methodology and identify and report on any potential funding gaps;
- Ensure finance staffing is fit for purpose for the current and future scale and complexity of the programme;
- Manage financial risk for the programme, ensuring the contextual implementation of MAGs Financial Framework (Financial Policies, Minimum Standards, internal controls, SOPs etc.)
- Provide financial management oversight and support to all MAG Iraq Bases/locations
- Develop the capacity of field based staff;
- Oversee all financial accounting matters, including maintenance of the general ledger, balance sheet, receipts, payments and payroll requirements;
- development and implementation of a country Financial Strategy
- Lead efforts to develop systems and tools aimed at strengthening internal control, compliance and financial information management
- Utilize MAGs web-based accounting (PS Financials), financial reporting and contract management systems to drive the production of efficient and effective financial data and project reports;
- Manage the cash flow requirements of the programme, liaising with MAG HQ to facilitate cash transfers;
- Manage the risks related to exchange rate fluctuations between local and contract currencies;
- Oversee the financial management of partner delivery contracts, ensuring the partner complies with MAGs contractual requirements;
- Lead all audits from a finance perspective, and inform senior management of any potential negative audit findings in a timely manner;
- Lead the specific audit for DNGO report and ensure the report is approved in timely manner;
- Ensure compliance with all statutory finance-related legislation (e.g. tax, registration, labor law).
- CFM providing support to facilitate SMT decisions by providing financial analysis, budgets and forecasting by creating tools showcasing clear financial situation and any other requested ad hoc task from SMT
Qualifications & Preferred Skills
Person Specification Essential Experience
- Minimum Bachelor’s degree holder in related academic field
- Minimum of 5 year demonstrated management experience in Financial Management, supporting
- Complex operations and high volumes at a Manager level with an INGO/UN.
Essential Skills and Knowledge
- Excellent organizational and communication skills with the ability to coordinate, plan and priorities activities
- Understanding of Project Life-Cycle dynamics and its interaction with financial Management Processes
- Self-Organized, team player and ability to work under limited supervision
- Team management of performance and development
- Strong Analytical skills in managing financial Data
- Very good literacy, numeracy and IT skills (e.g. Word/Excel)
- Excellent in written and spoken English, Kurdish and Arabic
- Ability to maintain clear record keeping systems to monitor financial management
- Ability to represent and promote MAG in all relevant forums
- The ability to communicate with clarity and credibility on paper and face-to-face
- Effective negotiation skills
