Danish Red Cross is looking for a Country Manager to lead and develop our partnerships, portfolio and scale-up in South Sudan in order to ensure that vulnerable communities are protected and less affected by disasters.
The Red Cross Red Crescent Movement is the world’s largest humanitarian organization, and we are looking for a Country Manager South Sudan in South Sudan.
The Republic of South Sudan became the world’s newest nation in 2011. Years of conflict and neglect have left South Sudan as one of the least developed countries in the world. Conflicts have undermined the development gains achieved since independence and have negatively impacted the humanitarian situation. The development indicators for the country are amongst the lowest in the world. Lack of basic services, unequal resource distribution, intercommunal competition over resources amongst other factors continue to drive conflict, violence and displacement in communities. Despite a strong presence of humanitarian actors, the humanitarian room to manoeuvre is under threat and access to affected communities is difficult.
Danish Red Cross (DRC) main partner in South Sudan is South Sudan Red Cross (SSRC). SSRC is a significant local organization in South Sudan with 21 local branches in 28 states, a network of an estimated 12,000 volunteers and over 200 staff. SSRC operational capacities are not sufficient to address all the considerable humanitarian needs in the country.
DRC partnership with SSRC is currently focusing on humanitarian support, integrated community resilience, disaster management, early warning systems, psychosocial support and emergency response interventions. DRC’s commitment to South Sudan is part of a long-term and lasting ambition to support communities to be less affected by disasters and to ensure that displaced people are protected.
Responsibilities:
- Strategic direction of DRC engagement in the country in alignment with DRC and SSRC strategic priorities
- Lead, implement and scale up DRC country engagement in South Sudan
- Lead DRCs commitment towards strengthened Movement collaboration in South Sudan
- Operationalising and implementing organisational priorities in-country
- Overall management and development of DRC supported portfolio in the country
- Overall country budget responsibility
- Represent DRC and develop partnerships with SSRC; ICRC, IFRC, PNSs and Non-Movement actors
- Lead and manage the DRC team of delegates, including security
Essential experience and qualifications:
Expected:
- Master Degree in international development or other relevant educational background
- Minimum of 5 years relevant experience in working with humanitarian organisations in developing, emergency and post-emergency countries
- Proven expertise with team leading and staff management
- Competence within project cycle, partnership management and financial management
- Fundraising competences especially from EU and other relevant donors
- Technical knowledge and experience in implementation with participatory methods
- Excellent communication, coordination, networking and facilitation skills
- Good analytical skills and confident self-management in situations of stress
- Full proficiency in Microsoft Office
- Possession of a valid international driving license
- Excellent English speaking and writing skills
Preferred:
- Experience with leading or being part of programme consortia
- Working knowledge on Disaster management, climate change, cash programming, community engagement, protection, gender and inclusion
- Experience of working in Africa
- Experience from the Red Cross/Red Crescent Movement
- Expertise in security management
- Experience in working with EU funding instruments, in particular ECHO
