UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Achieving gender equality and women’s empowerment is an essential element of the 2030 Agenda for Sustainable Development – the roadmap to a more equal, just, peaceful, and sustainable world.  UN Women is implementing a catalytic accelerator project for achieving women’s social, economic, and political equality and empowerment and the 2030 agenda.

The overarching objective of this programme in UN Women is: To accelerate progress on the 2030 agenda, especially SDG 5, by strengthening women’s leadership in the areas of economic, social, and political rights. The programme is being implemented in India over three years. More specifically, the proposed outcomes are:

  1. Increased awareness and ownership of the global Generation Equality agenda, especially its constituted action coalitions related to economic justice and rights and gender based violence, are visible in (i) more formal and regular engagement between government, Civil Society Organisations, private sector, and media and (ii) establishment of state-level chapters/platforms for engagement; and Gender intentional policies and programs on skilling, and employment informed and scaled up by the government;
  2. Gender intentional policies and programs (especially related to safety, and mobility) informed and scaled up by the government, focused on two key policies (i) Smart and Safe cities, (ii) One Stop Centers for addressing violence against women;
  3. Strengthened institutional mechanisms for Gender Responsive Budgeting (GRB) resulting in an increase of financing on gender, improved availability of data, and tracking of progress on gender equality initiatives across select ministries and all states/UTs; and
  4. G20 Summit prioritizes gender equality across tracks – Improved awareness and capacities across Indian decision makers on gender equality impacting the stronger implementation of gender-just laws.

Reporting to the Deputy Country Representative, India CO, the Country Programme Manager – Ending Violence Against Women (EVAW) will be responsible for the leadership, substantive coordination and overall management of the programme while working together with local partners and relevant stakeholders both internal and external.

The Country Programme Manager – Ending Violence Against Women (EVAW) Programme will be responsible for day-to-day management, implementation and effectiveness of the programme. In particular, he/she is responsible for the monitoring and review of the programme portfolio, workplans and budget, for preparing reports as required by donor and UN Women management, and to mobilize resources as needed.

Duties and Responsibilities

Lead the programme development and planning services:

  • Contribute to the formulation of the programme strategic direction;
  • Provide technical and operational support throughout all stages of programming;
  • Ensure integration, coherence and harmonization of the programme with other programmes within the India Office;
  • Lead the preparation, design, implementation of situation analysis;
  • Set priorities develop proposals and design plans;
  • Establish specific goals and objectives and implement plans for the sector/s using results-based planning methodology (RBM).

Manage the implementation of the Programme in India CO:

  • Develop and oversee the implementation of annual workplans plans (AWP), provide overall advice, guidance and supervision of programme activities,
  • Review and appraise detailed AWPs for each country programme, ensuring alignment with results-based management approach;
  • Manage and monitor financial resources for country programmes in line with the internal control framework and/or UN Women/UN rules and regulations;
  • Implement the communication and visibility plan;
  • Update the overall programme framework based on the reviews, lessons learned and best practices derived from evaluations;
  • Organize and facilitate project review and/or evaluation meetings as needed.

Manage the monitoring and reporting of the Programme in India CO:

  • Oversee the development and implementation of the monitoring and evaluation framework for the programme, defining specific and measurable indicators and coordinating evaluation missions;
  • Oversee the baseline assessments?, mid-term evaluations and periodic reviews to ensure intended results are achieved;
  • Provide timely reporting to the Deputy Representative;
  • Manage the preparation of aggregate delivery reports;
  • Finalize donor reports and final Programme Narrative and Financial Reports, including lessons-learned and ensure  timely submission.

Provide technical guidance and support to India CO:

  • Provide policy and practice advice to the India CO and facilitate knowledge building and management;
  • Conduct analysis and research of the situation in the programme geographies, in collaboration with the programme team and provide substantive inputs for briefing notes and policy documents;
  • Analyze relevant interagency and intergovernmental processes to enhance programme visibility and advocacy;
  • Coordinate and collaborate with other service providers and external partners to facilitate full implementation of the Platform.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies for Ending Violence Against Women programme;
  • Identify and contribute to the development of strategic partnerships and alliances with other UN organizations, multilateral organizations, regional organizations, academic and technical organizations in alignment with  UN Women’s lead role in Gender Equality and Women’s Empowerment and the expansion of resilience based approach.
  • Contribute to the negotiations in establishing such partnerships, drafting of agreements and monitoring their implementation;
  • Maintain ongoing communications with the donor on the programme implementation progress.
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation and identify opportunities for cost sharing;
  • Engage in the ongoing coordination mechanisms to ensure coherence of the programme with other country-level processes.

Manage the team:

  • Monitor, analyze and maintain an overview of the progress of programme implementation to ensure that timely technical, managerial and administrative support is provided to all the country offices;
  • Supervise programme staff; providing mentoring and coaching staff and conducting performance assessments;
  • Manage the performance of staff and ensure compliance to the performance management process;
  • Provide oversight on the contracting of project services to implementing partners, ensuring compliance with UN Women policy and procedures;
  • Submit mandated reports and manage programme finances, reviewing financial reports in accordance with UN Women procedures and submitting reports to UN Women HQ and donors in a timely manner;
  • Monitor and make necessary arrangements for the timely flow of programme funds;
  • Oversee the release of funds to counterparts, liquidation of funds and other processes.

Required Skills and Experience

Education:

  • Master’s Degree in Social Sciences, Education, Gender Studies, Political Sciences, Business Administration, Public Administration, Economics or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in working in Ending Violence Against Women (EVAW) and Gender Based Violence (GBV);
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
  • Experience in leading teams effectively;
  • Experience in creating partnerships in Ending Violence Against Women (EVAW);
  • Experience of working with Government at the National and State level.

Language Requirements:

  • Fluency in English, including strong English writing skills, is required
  • Fluency in Hindi and/or another Indian language is required
  • Knowledge of another UN official working language is an asset.
