INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page. 

This year (2024) marks the 10th Anniversary of Mongolia’s membership to GGGI. Our host ministry is the Ministry of Environment and Tourism and our office is embedded in the meteorological agency. The GGGI Mongolia Program currently focuses on energy transition, climate action and sustainable finance and is implementing projects financed by the Green Climate Fund and the Mitigation Action Facility.

Under the supervision of the Deputy Regional Director for Central Asia, and the guidance of the Regional Director for Asia, the Country Representative for Mongolia has the overall responsibility for the strategic leadership and direction of the country program and implementation of projects to achieve the organizational vision, goals, and objectives. The Country Representative is responsible for the programmatic and operational management of the country’s programs. The Country Representative will also manage the relationship with the Government of Mongolia.

                                                                                                   

 

POSITION SUMMARY

The Country Representative Mongolia manages and strengthens GGGI’s country program in the country, deepens and expands GGGI’s country program and presence in Mongolia. The Country Representative has the overall responsibility for the strategic leadership and direction of the country program to achieve the organizational vision, goals, and objectives. The Country Representative is responsible for both the programmatic and operational management of the country program. The Country Representative will lead and direct the operational day-to-day activities of the country programs and ensure the implementation of all projects. He/she represents GGGI with government and international organizations in the country and thus acts as the focal representative of GGGI in the country for all GGGI-related activities, and is responsible for cultivating and maintaining strong partnerships with the Government of Mongolia, development partners, and other stakeholders. He/she is responsible for ensuring cross-learning and fertilization of knowledge across GGGI programs and divisions.

He/she will take a leading role in deepening and expanding GGGI’s operations, developing and implementing the country business plan and the annual detailed workplan, and other key corporate planning documents, cultivating new business opportunities and partnerships, and overseeing the program implementation in Mongolia.

The Country Representative will identify resource mobilization opportunities and support the development of in-country resource mobilization strategies and their execution. He/she is responsible for overall financial and human resources. He/she supports the Regional Director and Deputy Regional Director in the development of partnerships with technical and resource partners to develop the country program and GGGI’s programming in Central Asia.

The Country Representative will spend his/her time on country-level programming but also spend significant time informing and contributing to corporate-level programming (i.e. contributing to thematic priorities of GGGI, providing strategic inputs in ensuring GGGI remains relevant in the country and globally).

 

PURPOSE
  • Country Team Management
    • Develop and strengthen the country program and staff
    • Ensure a respectful workplace at all times
    • Lead recruitment and mobilize country team as per approved project plans
    • Implement and update the Country Planning Framework
    • Lead recruit and mobilize country team as per approved project plans
    • Update the Country Planning documents as needed and instructed

 

  • Country Planning Framework (CPF),Work Program and Budget (WPB), and Annual Workplan
    • Implement the result-oriented CPF that responds to the needs of Mongolia and aligns with GGGI’s Strategy 2030
    • Develop an integrated and quality-assured WPB that is aligned with the 2021-2025 Roadmap and GGGI 2030 Strategy
    • Deliver results on the ground based on the Work Plan and Budget for the respective country program
    • Oversee the development and implementation of annual country budgets as per approved WPB
    • Develop networks and partnerships with national/regional institutions and lead in-country donor collaboration and new project development
    • Ensures the high quality of documents and outputs produced by the project teams on the ground
    • Ensure the workplan is developed and approved each year in the 4th quarter.

 

  • Resource Mobilization
    • Lead the preparation of the partnership and resource mobilization plan
    • Support the Regional Director and Deputy Regional Director in the development of partnerships with technical and resource partners
    • Undertake responsibilities for new proposal development for funding from earmarked sources, in close consultation with the HQ
    • Keep abreast of the trends within the donor environment in the Country and globally
    • Be aware of all donors’ conditionality and monitor adherence to GGGI and specific donors’ requirements

 

  • Management and Administration
    • Provide oversight to all finance and administrative services in line with GGGI financial regulations
    • Ensure that adequate internal control mechanisms are in place and review and minimize significant expenditure variances
    • Facilitate annual and project-specific audit processes
    • Develop an operational plan for office
    • Lead, direct and mentor the country team in line with the organizational strategy
    • Ensure country program implements GGGI policies, procedures, operational guidelines and standards
    • Ensure the preparation, accuracy, and timely submission of monitoring reports
    • Support implementation of GGGI’s corporate values and cultivate staff engagement
ENGAGEMENT
  • Keep abreast of socio-economic and political changes in the environment and undertake a timely strategic review of GGGI’s country program ensuring continued relevance
  • Maintain and deepen partnership with the Government of Mongolia
  • Develop networks and cultivate partnerships with national and regional institutions to advance GGGI’s mission and delivery results
  • Provide Leadership in the development and implementation of the workplan in line with the 2021-2025 Roadmap  and GGGI 2030 Strategy
  • Facilitate the alignment of country programs to organizational thematic priorities
  • Lead, direct and mentor the country team in line with the organizational strategy
  • Maintain close communication with the HQ on relevant factors
  • Ensure the country program implements GGGI policies, procedures, operational guidelines, and standards
  • Ensure coordination with other divisions of GGGI for prompt support services.
  • Manage technical staff members supporting the country program from the HQ

 

DELIVERY
  • Provide leadership support to staff development in the country
  • Oversee adequate implementation of the performance management system
  • Organize regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination, and learning
  • Ensure quality program delivery and accountability to resource partners and the Government of Mongolia
  • Ensure that the country team is effective, mutually supporting, and sufficiently involved in decision making
  • Ensure that the country program  is maintaining a coordinated and agreed information exchange internally and externally
  • Ensure that key country documents are internally shared with the HQ and agreed upon before communicating to donors
  • Ensure that experiences and best practices are documented and shared across the organization

 

 

REQUIREMENTS
QUALIFICATIONS
  • Advanced university degree (Masters or PhD) or equivalent professional background is a requirement; preferably a specialty in economics, engineering, and development areas
  • Relevant professional experience (preferably 7-12 years) with managerial and budget responsibilities, in either an international organization, a large multinational business or consultancy, a large non-profit organization, or a government is a requirement
  • Familiarity with operating in developing countries is a requirement; experience in Mongolia is an asset
  • Familiarity with climate finance and sustainable finance is an asset
  • Individuals will also have exceptional strategic thinking skills, a track record of senior-level interaction and political awareness as well as substantial work experience in a relevant field in the region. S/he will have an understanding of Mongolia’s economic, social, and environmental aspects relevant to green growth planning, green financing, and sustainable waste sector development in particular
  • Familiarity managing development projects is a requirement; familiarity with relevant donors is an asset
  • Experience identifying, prioritizing, scoping, and implementing green growth opportunities in one or more relevant sectors such as water, energy, climate adaptation, waste, the urban and peri-urban development
  • Experience integrating gender and social inclusion in development projects and green growth opportunities is an asset
  • Proficient written and spoken English is a requirement

 

FUNCTIONAL
  • Outstanding stakeholder engagement, client relationship, communication and consensus-building skills
  • Excellent communication skills, ability to communicate complex economic and development issues in a clear and simple way to diverse audiences
  • Proven project delivery experience, i.e. managing the delivery of results on time and on budget
  • International experience across multiple country contexts with specific experience working with developing countries implementing public policy, bankable projects, and green growth
  • Experience engaging with government officials and development partners in countries to influence the framework and development of national roadmap developments, financing vehicles, policy development, and decision-making
  • A track record of delivery of complex programs, having delivered projects involving capability building and/or significant knowledge dissemination activities
  • Ability to respect and understand the country’s culture and traditions
  • Experience in Mongolia or Asia region is a plus
