Job Purpose
To support and build the capacity of security team and line management in the DRC to set appropriate tools and systems to ensure adequate security measures are in place for staff members and the safe implementation and delivery of programs in the DRC as per Oxfam’s duty of care responsibilities.
The Role
We are looking for a Country Safety and Security Advisor to:
Information Management:
- To promote the development of appropriate security information networks relevant to all the Oxfam teams working in DRC.
- To support managers/teams in collecting, analysing, and disseminating relevant security information thus enabling line management to take informed decisions and actively manage security
- To support managers in methods of ensuring security information is recorded, analysed regularly, and shared in a timely manner with relevant stakeholders (internal ones and where appropriate external).
- To help management provide regular, concise, and clear verbal and written security updates.
Advising and facilitating security management
To support Managers to ensure that a functioning security management system exists including:
- Recommend a structure of security focal points in all the provinces where Oxfam works
- Ensure regularly updated Context analysis (internal & external), including incident mapping, stakeholder analysis, review of existing security management arrangements, threat and risk analysis and capacity assessment;
- Participate in Scenario planning, including recommendations on appropriate interventions (programme objectives, scope, outputs, based on judgements about access and security risk), capacity needs for scenarios (training, resources, infrastructure) and relocation and evacuation plans.
- Support in the development/revision of Strategy building on existing local capacity within and external to Oxfam and takes into account Oxfam’s policies and resource limitations.
- Advise and support country leadership team (CLT) the management of security related incidents and crisis
- Ensure the monitoring of compliance to security policies and standards throughout the operating areas of the country
- Conduct induction/familiarization session on Oxfam’s security tools and policies and improve staff members general organizational awareness of security risk and security management
- Support managers with direct security management responsibilities to ensure the constant monitoring of the security situation and threat and risk assessment in their respective areas.
- Conduct regular security audits and ensure appropriate action is taken by line management.
- Advise on and support managers in the development of appropriate and user-friendly security management procedures and guidelines. Support managers in the implementation of agreed security procedure, ensuring that all staff are familiar with and adhere to these guidelines and are fully informed about any changes in security levels or procedures.
- Co-ordinate with Managers, office administration and logistics and advise on relevant aspects and systems of administration, communication and transport which could have a direct n impact on staff security and the safe delivery of programs
- Support Managers and key staff to carry out effective and accurate security briefings for all new staff and visitors
Develop and facilitate good relations with key stakeholders.
- To advise on the development of acceptance strategies, that promote understanding of Oxfam’s work within programme areas (e.g community leaders, local government, security forces, staff)
- To identify appropriate channels for internal and external communication.
- To support and advise managers on representing Oxfam in security planning coordination work
- To support in the Oxfam partners’ capacity building in security management
What we are looking for:
Our next Country Safety & Security Advisor will need to meet the follow requirements:
Essential
- considerable and strong security planning and implementation work experience gained in the context of field relief operations in insecure areas
- substantial experience of working in conflict affected areas and of associated risks to personal and organisational security (banditry, localised conflict, urban disturbance etc)
- substantial experience in the development of security measures and procedures.
- substantial experience in the development and delivery (knowledge transmission) of security related training
- substantial experience of working with teams of people with varying experience of security planning and management
- experience and ability to work effectively with multi-disciplinary and multi-cultural teams
- good organisational and planning skills
- proven excellence in communication and liaison skills
- self-motivation, maturity and the capacity to work with limited supervision
- initiative and creative thinking
- patience, sensitivity and tact
- flexibility and a willingness to travel extensively over the course of the deployment
- fluent in French
- ability to speak and write in English
Preferred
- knowledge and previous experience of working in the DRC – Familiarity with society, customs, culture, politics and geography
- experience of working for a NGO/UN systems.
- experience and understanding of Oxfam security planning procedures
- Knowledge or fluency in Kiswahili
