Summary of the Position:

Under the direct supervision of Plan Malaria Coordinator, Plan Liberia Global Fund NFM Malaria Program, ITN county Logistics officer (County Level) function is to support the Global Fund Program ITNs Campaign at county level to ensure that ITNs Distribution Campaign and supplies/logistics are handled and managed well in line with the campaign plans, the Global Fund and Plan/Plan partner’s policies and procedures throughout the period of the campaign.  

  • Report to the Plan Liberia Global Fund NFM Malaria Program Coordinator with dotted reporting lines to Plan Partner.
  • Logistics and supply systems and processes for compliance and management information
  • Risk Management in logistics and supplies for the Liberia LLIN distribution campaign as part of Plan Global Fund NFM Malaria Program

Typical Responsibilities – Key End Results of Position:

  • Support the Plan Global Fund program unit or Plan partner organization in implementing ITNs campaign logistics systems, including movement and tracking of LLINs in line with the Global Fund, MOH and Plan International Liberia procurement guidelines.
  • Engage in the ITNs campaign logistics management by providing support to the assigned county 
  • Interact with partners, County Health and District Teams ensuring the right services are provided at all levels of the supply chain in line with respective service contracts
  • Ensure accountability and value for money for all services provided to Plan International Liberia or Partners within the campaign logistics system.
  • Ensure proper documentation and audit tracking for services and goods procured, received and dispatched to beneficiaries by Plan or Plan partner in assigned county.
  • In collaboration with Plan International Liberia or partner Administrative Department, cultivate and maintain excellent relation with the Government of Liberia, especially Ministry of Health/National Malaria Control Programme (NMCP) and the NMCP Logistics Officer 
  • Provide efficient and reliable supply chain management of Plan or partner equipment and supplies throughout the ITNs campaign.
  • Management of supplies used in Plan partner or the Plan Global Fund Program ITNs campaign including receipt/clearance, transport, storage and delivery.
  • Support the Plan partner or Plan Procurement Specialist/Administrative Manager in establishing and maintaining vendors and contractor’s data and dealing with them (effectiveness, reliability, timeliness and quality of services provided)
  • Organize dispatch of goods in support to the ITNs campaign with proper documentation and filling ensured.
  • Perform other duties and participate in other, non-project, organizational activities and processes as and when required to do so.

Dealing with Problems:

  • Analyse all success factors and risks facing the organization, report them to management and provide his/her recommendations for improvement of the risk management and overall procurement and supply system.

  • Country Management Team

  • The County Level Plan Program or Plan Partner Team
  • The MOH/NMCP & County Health Teams
  • Plan International Liberia Global Fund implementation team
  • Maintains high contact with staff regarding Plan or Plan partner policies and procedures
  • Maintains medium contact with the Plan Partner or Plan Regional Office and other Organization’s County Office procurement or administrative team

Qualification and Experience

  • A university degree or equivalence in the fields of either financial, administration or logistics and procurement
  • A logistics, supplies or procurement background and work experience is preferred
  • Knowledge about program and project implementation is an added advantage
  • At least 3 years’ experience in similar position with a recognized institution
  • Experience in national health/ITNs campaigns will be an added advantage

Physical Environment and Demands:

Partly office environment with 60% extensive travel to business partners, program/campaign areas including in-county or out-of-county (where and whenever necessary)

The position will be based at the County Level and level of contact with children is low
