ROLE PURPOSE:

The Child Protection Officer is a member of the Ninewa Emergency Response Project. She/he is responsible for supervising and mentoring the implementation of the BHA activities in the different sites, provide guidance and technical support to the mobile team members and ensure the overall quality of the intervention and compliance with Save the Children and Child Protection Minimum Standards.

The event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

KEY AREAS OF ACCOUNTABILITY :

Program Implementation:

  • Manage the implementation of high quality program activities in line with grant agreements and with SC technical requirements
  • Monitor progress of activities against planned achievements, outcomes and impact; evaluate the continued relevance and appropriateness of the intervention
  • Ensure that the progress reports and relevant donor reports are timely, of high quality and serve to inform management decisions
  • Provide an on-going support to the team by creating Capacity Building and TA opportunities

Manage budget lines for program activities ensuring appropriate spend

  • Responsible for ensuring that program activities are properly resourced and supplies are requested on time an according the systems and protocols.
  • Provide technical and managerial guidance and support for all field sites
  • Provide programmatic support and follow up for the CP teams of SCI in Federal Iraq and KRI in rolling out the CPIMS plus and the transition from the database system to the CPIMS plus dashboard
  • Maintain regular contact with the CPIMS admistration and steering committee when applicable and support the roll out of the CPIMS+
  • Support on and keep up-to-date a map of existing services to which children and families can be referred to. Link case workers with service providers and support effective collaboration for referrals
  • With the support of the CP Coordinator, supervise and coach case workers on the identification, assessment, documentation, case planning, referral (to relevant services) and follow-up of at-risk children and families, in line with Inter-Agency Case Management SOPs
  • Review the follow up of cases, and ensure all cases are managed within acceptable timelines
  • Supervise and support the case workers in family visits if necessary, in coordination with the MHPSS team
  • Organize bi-weekly (at least) case management meetings and program meeting with all case workers, community mobilizers and with the participation of the MHPSS teams
  • Ensure that case workers respect confidentiality and follow ethical guidelines
  • Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure case workers adhere to proper documentation and data protection protocols
  • Work in close collaboration with the community mobilisers to strengthen our relationship with the community and to strengthen the referral system.
  • Work with the Child Protection and Education team to ensure close links between case management and our work with Child Protection Committees and in protection spaces, and school
  • Support the Child Protection Manager in the ongoing capacity building of case workers
  • Ensure constant and transparent internal and external communication and collaboration with relevant stakeholders, including community members, community leaders and families
  • Document best practice, case studies and learning
  • Share information on field-level successes and challenges with the Child Protection Manager. Ensure that major challenges are flagged early, and addressed in an appropriate way;
  • Submit regular reports CP Coordinator and MEAL team as appropriate
  • Support the preparation of all procurement and administrative documents required for case management implementation.
  • Other tasks as requested by the supervisor

 

Desired:

  • Experience in Case management.
  • Experience in Community consultation approaches, e.g. CPCs.
  • Experience in positive parenting programs.

 

Program Management Support:

  • Support CPC, Youth club , and DOLSA staff with understanding SCI required policies and procedures as per best practices for PSS program and case management
  • Assist Programme staff to strategize ways to ensure program delivery meets targets or adjust work plans accordingly.
  • With guidance from CP program coordinator will ensure SCI staff are aware of donor guidelines and policies and that these are adhered to at all times, immediately raising any suspected non-compliance with Award department.
  • Resolve issues that arise during the engagement cycle, updating the CP program coordinator and CP Manger on key concerns and referring high risk or complex issues to senior decision makers.

People Management:

  • Recruit and train project facilitators.
  • Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performance

Coordination and Representation:

  • Attend meetings of NCPWG and with stakeholders and develop and maintain collaborative and effective partnerships with NGOs/CSOs and government counterparts
  • Work close with the CP Program Coordinator

Qualifications & Preferred Skills

QUALIFICATIONS 

  • University degree and one year of relevant CP area work experience
  • 2 years of relevant experience
  • Proven ability to work as part of a team
  • Strong understanding of the situation of children in the community and demonstrated commitment to improving the lives of children in the community.
  • Good understanding of social welfare systems and child protection mechanisms
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Able to work to tight deadlines under pressure
  • Good spoken and written English
  • Fluent spoken and written on Arabic
  • Ability to travel independently and work long hours.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Commitment to upholding Save the Children’s Child Safeguarding Policy, as well as principles of do no harm and confidentiality.

 

EXPERIENCE AND SKILLS

  • Proven technical knowledge and skills in the field of CP and case management
  • Strong organizational skills
  • Strong interpersonal skills, ethical sensitivity and ability to empathize with children and their caregivers
  • Ability to supervise and mentor staff to achieve results
  • Experience in community mobilization and conducting outreach activities
  • Previous experience working with non-profit organizations is preferred
  • Good computer skills (MS Office, including Outlook for email).
