Country Background
CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on peacebuilding, social cohesion, emergency response, climate change and disaster risk reduction, youth, and women engagement. The Philippines country program has more than 150 staff with a main office in Manila and sub-offices in Davao, and Cotabato. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS’s work in Indonesia, Timor Leste, and the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.

About the Climate Resilient Cities Project
Funded by the United States Agency for International Development (USAID) and implemented with Catholic Relief Services Philippines (CRS Philippines), the Climate Resilient Cities (CRC) Project is a five-year activity that embodies a consultative and collaborative approach for advancing benchmarks for urban climate resilience in the Philippines. CRC Project focuses on six cities that are at the forefront of both intensifying climate impacts and innovative climate-resilient solutions (Batangas, Borongan, Cotabato, Iloilo, Legazpi, and Zamboanga).

Job Summary

As the CRC Communications Field Officer, you will provide support to the Climate Resilient Cities Communications Manager for the achievement of the overall communications strategy of CRC, by creating content and to ensure strategic alignment of communications, consistent messaging, to raise the project’s profile with target audiences, including USAID, KOICA, Consortium partners, local media, national and local government, the Catholic Church and others. S(he) will work closely with CRC CRS and Consortium Senior Management team, CRC Communications Team, In support of Catholic Relief Services’ (CRS) work of serving the poor and vulnerable, your coordination and relationship management skills will ensure that the communications support to the country program applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities:

  • Support the implementation of all assigned activities including creating content, as outlined in the communications and marketing plan in line with the CRC Branding and Marking strategy, CRC Communications Strategy, CRS program quality principles and standards, donor requirements, and good practices.
  • Provide marketing and communications support for program teams for events, including signage, handouts, talking points, photos, liaising with media whenever a CRC event takes place.
  • Provide logistical and administrative support to team members in areas of linkaging, networking and advocacy.
  • Ensure documentation for assigned activities is complete with all required documents and is filed per CRS and donor requirements.

Support the implementation of CRC Outcome 1.3 project activities including trainings for local government units on climate change and risk communications and planning as outlined in the detailed implementation plan

Basic Qualifications

  • Bachelor’s Degree required. Degree in Development Communications would be a plus.
  • Minimum of 2 years of work experience in project support, ideally in the field of Communications and for an NGO or for government
  • Additional experience may substitute for some education

Required Languages – Fluent in written and spoken English and Tagalog.

Travel – Must be willing and able to travel up to 30%.

  • Good relationship management skills and the ability to relate with government officials, local partners, and diverse community members

Preferred Qualifications

  • Experience working in communications and marketing
  • Familiar with different traditions and beliefs prevalent in the Philippines
  • Knowledge in disaster risk reduction or climate change
