Org. Setting and Reporting

This position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will work under the direct supervision of the Regional Coordinator, heading the Trafficking in Persons/Smuggling of Migrants (TIP/SOM) team, and the overall supervision of the Senior Programme Officer (Law Enforcement and Head of Programme Office in Côte d’Ivoire, Abidjan) and the broad authority of the Regional Representative of ROSEN.

Responsibilities

Within assigned authority, the Crime Prevention and Criminal Justice Officer (Niamey Declaration) will be responsible for contributing to the monitoring the implementation of the Niamey Declaration and will act as the primary focal point for the secretariat and the implementation of the mechanism (for which UNODC is the secretariat). The incumbent will perform the following specific duties:

  • Liaise with national focal points, internal and external partners on a regular basis to ensure the operationalization and functioning of the Niamey Declaration permanent follow-up mechanism. Maintain the list of focal points.
  • Promote fluid and permanent communication between the focal points of the permanent follow-up mechanism.
  • Collect, integrate and analyze data received from States and organizations endorsing the Declaration.
  • Provide technical and methodological support at the national level.
  • Organize and facilitate annual technical meetings (focal points meetings and high-level regional meetings).
  • Prepare reports, syntheses, concept notes, briefing notes, communication and advocacy documents on the permanent follow-up mechanism of the Niamey Declaration.
  • Contribute to the management and development of the project, in particular the elaboration, implementation and monitoring of activities within the framework of the permanent monitoring mechanism.
  • Contribute to internal and external reporting in accordance with donor requirements.
  • Coordinate with other UNODC programmes and colleagues (the Human Trafficking and Migrant Smuggling Section (HTMSS), the Global Maritime Crime Programme (GMCP), AIRCOP, Sahel Programme) for the implementation of the Declaration.
  • As member of the Anti-TIP/SOM team, contribute effectively to promoting UNODC’s work against trafficking in persons and smuggling of migrants in West and Central Africa within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and the Protocol against the Smuggling of Migrants by Land, Sea and Air, additional to the UN Convention against Transnational Organized Crime.
  • Provide substantive support to senior management in the implementation of the UNODC Strategic Vision for Africa 2030 and support resource mobilization efforts based on this strategy, in collaboration with relevant partners. Contribute to programme management tasks, including the development, implementation and monitoring of projects and their activities.
  • Participate in identifying technical assistance needs, undertake needs assessments and technical assistance missions in the region
  • Compile information on best practices in the fight against trafficking in persons and smuggling of migrants and facilitate information sharing at the regional level.
  • Contribute to designing, facilitating and organizing inter-regional and regional activities related to trafficking in persons and smuggling of migrants.
  • Participate in events, workshops, conferences, and networks, as appropriate.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform any other work-related tasks as requested.

Education

  • An advanced university degree (Master’s degree or equivalent) in political science, law, business administration, social science, criminology or equivalent is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of relevant professional experience in the field of migration, human rights, crime prevention or criminal justice is required.
  • Work experience in data collection, data analytics and statistics is required.
  • Work experience in project planning, implementation, reporting and monitoring is desirable.
  • Work experience in the areas of prevention of human trafficking and/or migrant smuggling is desirable.
  • Work experience with counterparts in the field is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another United Nations official language is an advantage.
